[What the role is]

As a Manager/Senior Manager in the Quality Assessment Team under the Regulation Division, you will play a crucial role in upholding and enhancing the standards of education and training in Singapore.

Your primary responsibility will be to assess the quality of Training Providers (TPs) and Private Education Institutions (PEIs) in terms of management, administration, training/academic standards, and student support services. This role involves leading a team of assessors, developing quality standards policies, and providing expert guidance to stakeholders on quality assurance matters. Your work will directly contribute to the continuous improvement of Singapore's education and training ecosystem, ensuring it meets the highest standards of quality and excellence.

[What you will be working on]

Key Responsibilities:

Quality Assessment and Reporting

  • Conduct comprehensive assessments on the quality of TPs/PEIs, focusing on management, administration, training/academic standards, and student support services.
  • Lead and manage a team of assessors in conducting EduTrust assessments for Private Education Institutions (PEIs) or Training Provider Quality Assessments (TPQA) for TPs. (For more information on EduTrust and TPQA, please visit TPGateway.gov.sg)
  • Prepare detailed reports explaining findings and recommendations of assessment outcomes for approval by authorities.

Policy Development and Risk Management

  • Analyze operations of TPs/PEIs to provide input for risk management strategies.
  • Develop and implement policies governing the quality standards of TPs/PEIs.

Stakeholder Guidance and Project Management

  • Offer guidance to stakeholders on policies and operations related to the quality of education or training.
  • Undertake development work and projects related to enhancing the quality standards of TPs/PEIs.

[ What we are looking for]

  • A tertiary qualification with up to 3 years of relevant experience in quality assessment, regulatory policy/operation, or a related field. is preferred.
  • Candidates with ACLP/ DDDLP will be advantageous
  • Candidates with significant relevant experience in lieu of formal qualifications will also be considered.
  • Exceptional writing and communication skills, with proficiency in report writing and presenting findings.
  • Experience in conducting assessments based on regulatory requirements and standards, leading and managing teams, and risk analysis and management.
  • A fast learner who can effectively prioritize and respond to the demands of multiple external and internal stakeholders.
  • Mature and composed, with the ability to handle challenging situations with poise.
  • Adaptive, resourceful, meticulous, and driven, with the capacity to thrive in a fast-paced environment.
  • Strong analytical skills, attention to detail, and excellent communication and interpersonal skills.
  • IT savvy and able to work under pressure with minimal supervision.

Successful candidates will be offered a 2-year contract in the first instance and may be considered for an extension or be placed on a permanent tenure
