Key Roles And Responsibilities

  • Lead and oversees the procurement needs of the organisation to achieve departmental objectives.
  • Undertake key strategies through strategic sourcing plan and robust contract management to achieve cost savings through effective negotiation.
  • Facilitate effective communication between procurement team, internal stakeholders and vendors, to ensure smooth procurement operations.
  • Review and evaluate areas of opportunity and drive cost efficiencies through deep understanding of market dynamics, economic factors, and regulatory changes that may impact procurement.
  • Establish trusted business partner relationships, to provide optimised business results including supply assurance, cost, quality, service, innovation & sustainability.
  • Oversee the procurement team and provide direction and guidance to ensure compliance with procurement policies and procurement framework, which are benchmarked against best practices and governance and are well understood by user departments.
  • Review the vendors / services contracts to ensure they are prepared in accordance with terms and conditions.
  • Responsible for the whole procurement process, preparation and drafting of tender documents to publishing the tender online.
  • Manage and oversee all contracts in the organisation.
  • Identify and mitigate procurement risks through effective risk management strategies.
  • Drive corporate governance measures, ensure compliance with relevant regulations, legal requirements, company policies, and ethical standards.
  • Manage all related internal, external audit and compliance issues, maintain tracking findings, update policies and timely corrective action in accordance with regulation.
  • Monitor Documentation Progress and KPIs: Track and report on project documentation progress, ensuring timely delivery, accurate version control, and adherence to project specifications. Lead quarterly compliance reviews.


Qualification, Skills And Experience

  • Degree in Procurement/ Purchasing/ Business/ Supply Chain Management/ or equivalent.
  • At least 3 years (for Manager), and 6 years (for Senior Manager) of proven experience in procurement field.
  • Proven ability to lead and provide sourcing selection and negotiation with vendors, contracting best practices, costs and spendings analysis, supplier relationship management.
  • Collaborative mindset, with an excellent leadership and communication skills to effectively interact with team, vendors, stakeholders and cross-functional teams.
  • Good knowledge in Instruction Manual or Government Procurement Process.
  • Experience in using procurement systems, e.g. Tender Board.
