Key Roles and Responsibilities
- Familiar in the engineering and construction project environment of centralized utility facilities, utility power and water, petrochemical industries and utility scale renewable projects.
- Establish HSSE and Risk Management system for PMO including but not limited to framework, manual, procedure, checklist, inspection system and procedure, program etc.
- Monitor and cascade local laws and regulations and Group HSSE requirements, and imposes measures to ensure that Health, Safety, Environmental and Security compliance and performance expectations are being met.
- Advise and support the Project team, including interfacing with authorities, and other institutions regarding workplace health, safety, environmental, risk management and security issues.
- Lead safety meetings with various stakeholders.
- Lead and implement the corporate HSSE Program, includes participating in steering committee activities, conducts training and coaching for new or existing employees, prepares safety observation analysis and design safety campaign.
- Lead in managing and solving Environmental, Emergency & Security related matters in projects.
- Lead Emergency Response Procedure and coordinates planned drills at least annually or per local legal requirement.
- Act as Fire Safety Manager to conduct regular inspections for critical equipment and systems such as firefighting and lifesaving equipment to ensure they are maintained in good working conditions.
- Lead the implementation of site hazardous material management and ensure the practices conform to the local legal requirements and company standards.
- Participate in HAZOP, QRA, EIA studies.
- Initiates and leads in HSSE Awareness, consultation and engagement program including development and execution of promotional activities and HSSE coaching and training (Safety induction and HSSE critical activities)
- Lead in Incident Investigation as assigned and ensure lessons learned are shared at appropriate platforms to prevent recurrence.
- Conduct investigation on any HSSE violation incidents and provide the mitigation, prevention and action plan.
- Ensure all activities carried out are in full compliance to all regulatory and authority requirement.
- Support the project manager in leading and manage project HSSE related matters.
- Advises and supports the project team in interfacing with authorities, and other institutions regarding workplace health, safety, environmental and security issues.

- Attends and provides HSSE inputs during project/ site meetings & PTW meetings.
- Conduct HSSE training for internal and external stakeholders including contractors.
- Create methods, plan and conduct site observations, and prepare observation analysis.
- Schedules and participates in HSSE inspection programs, including daily site inspections and surveillance during the execution of critical work activities.
- Prepares project Emergency Response Procedure and coordinates planned drills as per local legal requirement.
- Reviews and provide input on MSRA and other safety critical related documents relating to PTW approval.
- Any other necessary activities and/or deliverables for implementation of HSSE requirement.
Qualifications & Experience
- Bachelor’s degree in occupational health, Safety Management or Environmental Science or Specialist Diploma in WSH (Level C) and Fire Safety Manager or equivalent
- At least 5-15 years of experience in HSSE career in energy business related engineering management and project management (engineering and construction) environment.
- Register as a Workplace Safety and Health Officer with Singapore's Ministry of Manpower
- Min 5 years of related HSSE experience
- Good computer skills (Proficient with Microsoft Word, Excel and PowerPoint)
- Experience in Power & Utilities industry is a plus
