Description
- Implement, oversee, and adapt policies and programmes to improve the organisation’s Health, Safety & Environmental performance, ensure it complies with current and future regulations and standards, and protect its reputation.

- Serving as business partner in advancement of HSE performance for the business unit and sharing lessons learned with the Group to support advancement of Rotary HSE performance company-wide. Supports development and ensures consistency in interpretation and implementation of the Rotary HSE Program. Supervises and develops HSE resources, and interfaces with management level positions, clients, and cognizant government agencies within the area of responsibility
- Interprets and executes policies that affect subordinate units. Participates in business planning and sales activities, serving as an advisor to management assuring that HSE is considered in these strategic activities. Conducts briefings to internal and external parties, and is involved in specific projects and office operations as needed to resolve complex problems, support training or meet critical milestones. Ensures adequate staffing and training of HSE resources to support project and office needs. Frequent contact with Senior Operations Management. Occasional travel is generally required
- Manage performance levels of the sub-sections of the REL HSE Department, namely, Security & Fire Safety Management, HR & Admin, Culture, Training & Qualification, Tenders & Awards, and Standards, Policies & Audits.
Responsibilities
- Manage a variety of Health, Safety & Environmental (HSE) activities for office and project locations to ensure that the organisation complies with external HSE regulations and standards as well as company IMS and HSE management system
- Manage performance levels of the sub-sections of the REL HSE Department, namely, Security & Fire Safety Management, HR & Admin, Culture, Training & Qualification, Tenders & Awards, and Standards, Policies & Audits.
- Manages HSE Program for offices and project locations, including Security and Fire Safety concerns.
- Monitor and evaluate the organisation’s overall HSE performance to identify recurring problem; research, evaluate and recommend changes to technology, equipment, systems or processes that will improve the organisation’s HSE performance
- Keep up-to-date with proposed and actual changes in applicable regulations; so that the organisation’s HSE policy remain current and relevant
- Review Project Tender Bid requirements and formulate a HSE Plan which is supported by a well designed HSE Project Organisation.
- Review and develop project-specific health and safety policies, procedures and guidance, in keeping the best practice and make recommendations on their implementation and application.
- leadership and guidance in HSE aspect to the project personnel and craft personnel. Working with project personnel, resolve safety problems, which require HSE expertise.
- Organise, Manage, Coach and Deploy HSE Resources to uphold Project HSE Performance.
- Know how to handle investigation & reporting of incidents to the relevant parties.Review of the standard of investigations through review of the investigation report or the coaching of the investigator. Bring lessons learnt during root cause identification into practice and incorporated into IMS procedures, forms and training packages.
- Equipped with adequate knowledge & skill in operating safety related equipment.
- Responsible and accountable for ensuring the Rotary Incident Prevention Program is implemented, current & effective.
- Collection, compilation, and reporting of safety statistics at business unit level. Preparation and submission of safety report to Operations Manager.
- Coordinates the application for ROSPA and WSHPA in Rotary Group.
- Monitor effectiveness and reliability of safe work procedures that will comply internal and external health, safety and environmental standards and comply with all relevant regulations, licences, and certifications.
- Liase with different site HSE personnel to ensure corporate policies, practices and procedure are met.
- Recommends and formulates corporate HSE policies and procedures. Enhance existing procedures as opportunity arises.
- Responsible and accountable to ensure compliance with company, regulatory and client’s policies and procedures. Ensure local regulations policies and procedures are incorporated into the business unit plan.
- Evaluate and review sub-con HSE program and procedure during the bid process.
- Audit project sites for adherence to local safety and environmental rules and regulations.
- Audit project sites for adherence to Rotary guidelines, project specific management system plan, local legal requirement and client specific rules & regulations.
- Lead, guide, evaluate and develop a team of safety professionals to ensure that work methods meet established safety targets and standards.
- Responsible and accountable to ensure adequate staffing and training of HSE resource to support the project team.
- Manage the Culture, Training and Qualification Section to develop culture enhancement programs, training packages, and communication newsletters, HSEAlerts & circulars.
- Develop new safety initiatives and programs.
- Safety staff recruitment, assignments, performance management, staff development and advancements.
- Review safety staff performance periodically and map out their training & development program as required.
- Recommend disciplinary actions for safety rules violations.
- Implement HSE objectives, policy and company HSE procedures within his authority limit
- To integrate Risk-based thinking and HSE considerations into business decisions, plans and operations with the commitment to eliminate and reduce HSE hazards, aspects and risks.
- To be proactive in creating a safe working environment for everyone and ensuring that HSE in-house rules are observed at all times.
- To consider HSE aspects when planning and carrying out tasks to eliminate and reduce HSE hazards, aspects and risks.
Requirements
- Preferably Degree in Environmental Health and Safety; Risk Management
- Preferably Degree in HSE or other relevant Engineering discipline.
- Registered WSHO
- Preferably Possess O Level Pass in combined science, or O Level Pass in both Physics and Chemistry or Confined Space Safety Assessor certificate.
- Preferably Possess O Level Passes in both English and Mathematics; or its WPLN equivalent.
- Preferably 7 - 10 years experience in relevant field with minimum of 3 years of manager experience.
- Those with advance HSE certification and field experience will be well regarded
- Preferably with Experience as a Project HSE Manager
