We are currently seeking a dynamic Learning & Development Manager to join our team in Singapore office.

You will report to Group Talent Management, and you are responsible in developing and implementing learning and development strategies and interventions to meet the organisation’s strategic objectives. Your role involves designing training programs, assessing employee development needs, and tracking the effectiveness of learning initiatives, that support the growth and development of our employees across all business units. This role will be critical in enabling a continuous learning environment and culture to develop our talents and leaders to position Armstrong as a World Class Manufacturing Gateway enabling smarter, safer & greener Innovations.

Strategy and Planning

  • Develop and implement a comprehensive learning and development plan that aligns with the company's strategic objectives and HR strategy.
  • Lead and enable a culture of continuous learning and innovation across the organisation.

Program Training & Development

  • Design and develop engaging and effective training programs, including leadership development, technical skills training, soft skills development that align with business goals.
  • Design, develop, and manage the overall curriculum and training materials.
  • Oversee the implementation of training programs, learning activities and initiatives, across all business units, ensuring consistency and quality.
  • Incorporate a variety of learning methods and technologies, including e-learning, instructor-led training, blended learning, and experiential learning to enhance training effectiveness and learner engagement.

Career & Leadership Development

  • Create learning roadmaps and personalised learning experiences to bridge current and future skill gaps.
  • Establish competency frameworks and conduct needs assessments to identify skill gaps and training needs across various business units.
  • Curate and deliver leadership development programs and facilitate leadership career planning.
  • Equip leaders and managers with the skills and tools to mentor and coach employees.
  • Lead initiatives aimed at redesigning job roles and facilitating On-Job-Training (OJT).

Stakeholder Management & Advisory

  • Build strong relationships with key stakeholders, including business unit leaders, HR business partners, and external vendors.
  • Act as an advisor to business units, providing expertise and
  • recommendations on learning and development initiatives.

Training Operations & Reporting

  • Facilitate high-impact training sessions as needed.
  • Manage and monitor the Learning and Development budget.
  • Oversee funding, claims, and bonds for all learning-related activities.
  • Assess and continuously improve program outcomes, including ROI and learning effectiveness.
  • Prepare and maintain accurate reports and records on training activities, attendance, and materials.

To be successful in this role, you should possess:

  • Bachelor’s Degree in Human Resources, Learning Sciences, Instructional Design, Organisational Development, or related field.
  • Minimum 8 years in learning and development, talent management, or organizational development.
  • A proven track record in strategic L&D planning and leading successful learning and development initiatives.
  • Experience in designing and implementing effective training and leadership development programs.
  • Experience in engineering and manufacturing industry will be preferred.

Competencies:

  • Experience in managing Learning Management System (LMS).
  • ACTA/ACLP certification will be advantageous.
  • Excellent communication, presentation, and interpersonal skills.
  • Proficiency in Mandarin is important as you will be required to deliver and curate programs for our diverse stakeholders across Asia.
  • Strong project management skills, with the ability to manage multiple projects simultaneously and meet deadlines.
  • Strong knowledge of emerging learning technologies and methodologies, with the ability to incorporate data analytics to drive data-driven training and learning interventions, on a local and global scale.
