JOB SUMMARY

The Procurement Manager is responsible for managing and optimizing all procurement activities within the organization. This role ensures the development and execution of effective procurement strategies, manages vendor relationships, negotiates favorable contracts, and supports operational, governance, sustainability, and risk management initiatives. The Procurement Manager plays a key role in aligning procurement with the organization’s broader strategic objectives, ensuring cost-effectiveness, sustainability, and risk mitigation while driving continuous improvement in procurement processes.

DUTIES & RESPONSIBILITIES

Description of Duties & Responsibilities

Strategy Development and Implementation

• Procurement Strategy: Develop and implement robust procurement strategies that align with organizational goals, with a focus on enhancing cost-efficiency, sustainability, and long-term growth.

• Market Analysis: Conduct thorough market research to stay updated on industry trends, technological advancements, and supplier capabilities to ensure the organization leverages emerging opportunities.

•Strategic Alignment: Collaborate with senior management to ensure procurement strategies are integrated with the company’s overarching business and strategic objectives.

•Supplier Innovation: Identify and engage suppliers that can offer innovative products and services, positioning the organization as a leader in procurement excellence.

Policy Development and Governance

•Policy Standardization: Develop and enforce procurement policies and procedures, standardizing procurement processes across all departments to ensure consistency and compliance.

•Governance Framework: Establish and enhance governance frameworks to maintain compliance with regulatory requirements and internal standards, ensuring procurement activities contribute to organizational objectives.

•Monitoring and Compliance: Implement monitoring systems to track adherence to procurement policies, identifying areas for improvement and ensuring transparency in all procurement operations.

Contract Management and Legal Collaboration

•Contract Development: Collaborate with the legal department to develop comprehensive contract terms and conditions, ensuring that all procurement agreements are legally sound and reflect best practices.

•Procurement Processes: Lead and manage tendering, RFPs, and other procurement processes to ensure that all legal, regulatory, and organizational requirements are met.

•Document Management: Ensure the accuracy, completeness, and confidentiality of all procurement-related documents, maintaining meticulous records for audits and internal reviews.

Vendor Management and Negotiation

•Vendor Negotiation: Lead negotiations with vendors and suppliers to secure the best possible terms for pricing, quality, and reliability, ensuring that procurement decisions optimize value for the organization.

•Vendor Relationships: Develop and maintain strong, collaborative relationships with key vendors, ensuring open communication and mutually beneficial partnerships that drive long-term success.

•Supplier Performance: Implement a supplier evaluation process to assess vendor performance regularly, ensuring ongoing alignment with quality, cost, and sustainability goals.

Sustainable Procurement

•Implement sustainable procurement practices, particularly green ICT procurement for Data Centers, to promote environmental responsibility.

•Incorporate sustainability criteria into procurement decisions and vendor selection.

Stakeholder Management

•Internal Collaboration: Collaborate with key stakeholders across departments, including finance, legal, operations, and senior management, to ensure that procurement strategies meet organizational needs and are fully integrated into business operations.

•External Engagement: Liaise with external partners, regulatory bodies, and industry associations to ensure procurement activities are aligned with external expectations and regulatory standards.

•Requirements Gathering: Work closely with stakeholders to gather requirements for goods and services, ensuring procurement solutions are fit for purpose and meet both operational and strategic needs.

Enterprise Risk Management

•Support the organization's commitment to Enterprise Risk Management by promoting a risk-aware culture within the procurement department.

•Assist in forming and participating in the Risk Management Committee, contributing to the management of the enterprise risk register.

•Collaborate with the Enterprise Risk Management Committee (ERMC) to help develop the risk register, support risk assessments, and aid in crafting risk response plans specifically related to procurement activities. Support new certifications and work with work with consultant/auditors to ensure appropriate documenting and monitoring of internal control.

Perform all other job-related duties as assigned from time to time.

•Additional Responsibilities: Perform other job-related duties as assigned, contributing to the ongoing development and success of the procurement function.

•Cross-functional Projects: Participate in cross-functional projects and initiatives to ensure procurement contributes to the overall business strategy, including process improvement and digital transformation efforts.

Requirements:

•Bachelor's degree in Business Administration, Supply Chain Management, or related field.

Experience

•Minimum of 5 years of relevant experience in procurement, with a strong track record in managing complex procurement processes.

•Experience in Data Center infrastructure or ICT is highly preferred, particularly in managing large-scale contracts and vendor negotiations.

•Demonstrated experience in driving cost savings and operational efficiencies through optimized procurement strategies.
