Job Description

Designation: Director/ Associate Director, Systems, Knowledge & Innovation

Reporting to: Chief Systems & Integration Officer

Temasek Trust (TT), together with its wider ecosystem entities, supports a diverse range of programmes that connects people, uplifts communities, protects our planet and advances capabilities in Asia and beyond.It acts as a Responsible Steward of philanthropic assets, a Trusted Advocate for sustainable strategies and Proactive Catalyst for collective impact.

To accomplish its charter, TT is setting Up a Systems, Knowledge and Innovation (SKI) Pod to frame, push and update thinking and provide support in the overall impact strategy of TT with the co-leadership and involvement of its entities. The SKI Pod will have the following roles:

Horizon scanning – Undertake horizon scanning, research, studies and future assessment into current and emerging challenges to continually sharpen TT’s Impact Strategy and Meta-frame taking on a systems-thinking approach for collective impact;

Impact Management Framework – Build and continually update an impact management framework for the TT Impact Strategy Meta-frame, including impact intent statements and/or theories of change at meta-frame, domain and other levels to bring them to be readily relevant to programs and projects of the TT entities and also build and impact assessment and measurement framework with a “library” of indicators at project/program level, and a system for collating information upwards to the domain and meta-frame level for possible aggregate reporting of impact;

Research Insights, Data Analytics and Innovation Identification – Frame and continually update the TT Impact Strategy Meta-frame and undertake data analytics to extract insights, identify trends, patterns and help visualise in dashboards; and identify innovations in the priority thematic areas that may be leveraged to achieve community impact at scale.

System Support – Support each TT entity in its respective effort in impact strategy framing and impact management and measurement through consultation and advice.

Responsibilities:

Collaborate with stakeholders, especially the TT entities and content partners, in developing the theories of change, indicators and impact measurement

Undertake futures-thinking and horizon-scanning research and analyse data and build dashboards and tools to analyse, report, and present

Develop impact narratives from collective reporting from the TT entities for continuing engagement with stakeholders

Work with internal technology team and external vendors to develop and oversee systems capabilities to capture and report on impact and other data

Advise the TT entities on entity-level and collective impact strategies and impact management frameworks.

Skills Required:

  • Bachelor’s degree from a recognised institution
  • Minimum 8 years of relevant experience
  • Relevant skills set in systems-thinking, impact management and assessment methodologies, and familiarity with latest developments in the impact management field
  • Highly motivated, proactive and adaptable individuals
  • Experience in analysis, project management, problem-solving and planning, with strong analytical, quantitative and statistical data skills
  • Effective inter-personal communication (verbal, written) and relationship skills, with experience in negotiation and working concurrently with multiple partners and stakeholders
  • Proficiency in Microsoft Office
  • Relevant experience in strategic planning, policy development philanthropy, community and social sector development will be useful
