  • Lead the consortia Procurement Group (PG) which consists of members from multi-national telecom companies to achieve Singtel’s strategic interests in the cable systems.
  • Perform negotiations with system suppliers in the Procurement Group (PG) to achieve low cost structure and improve unit cost for Singtel.
  • Formulate project budgets for internal and external consumption.
  • Liaise with internal finance teams to provide and update financial status of cable projects.
  • Liaise with Product and Sales teams on customers’ requirements and delivery timeframes.
  • Assist in formation of business case for cable projects.
  • Implement tenders in accordance with Singtel’s procurement guidelines.
  • Implement cable projects from tender phase to acceptance phase.
  • Hand over accepted cable systems to Singtel’s Operation & Maintenance teams, clearance of deficiency items, closing of project accounts with Singtel’s finance teams, update actual project costs, proper handing over of final system documents to O&M team.
  • Serve as the escalation point and remediation expert for all matters related to Singtel’s owned cable systems and cable landing station infrastructures (access and related works) and Network Operations (NOC) as needed across multiple systems. Work closely with Security, Station and Facilities Management for equipment installation in cable stations.
  • Partner with Singtel legal team to ensure contract clarity, contract integrity, contract compliance in each country of operation or/and obligations.

Skills for Success


  • Bachelor of Engineering in Electronics & Communications
  • Minimum 5 years of relevant experience
  • Basic knowledge in optical communications at university level;
  • Basic knowledge in electrical power supplies or working experience with Power Feed Equipment (PFE);
  • Working experience on optical transmission equipment (e.g. SLTE, DWDM).
