Overall Job Responsibility

  • Support the operationalisation of the Ministry of Social and Family (MSF) funded disability programmes and schemes, and work with internal and external stakeholders to review operational issues and propose solutions translated to clear operations guidelines and processes to support streamlined and efficient service delivery on the ground.
  • Engage and partner internal and external stakeholders to review service models and gather ground feedback/inputs.
  • Analyse operational data and streamline processes to improve service efficiency to persons with disabilities (PwDs) and their caregivers.
  • Support the implementation of the Social Residential Home Bill (SRHB) and work with MSF Divisions to review and propose the baseline and customised Code of Practice (COP) for the disability homes, licensing framework etc.
  • Work with MSF and National Council of Social Service (NCSS) to look into the manpower planning and competencies of disability professionals to build capability for the disability sector.
  • Conduct data analysis and trend projection to provide inputs to ministries for service improvements and future developments of disability programmes and schemes.

Duties and Responsibilities

Operations Policy and Planning

  • Manage the operationalisation of the Ministry of Social and Family Development (MSF) funded disability programmes and schemes, and ensure that they are implemented effectively to meet their policy intention.
  • Engage and partner internal and external stakeholders, including MSF’s Enabling and other divisions, to review service models and gather ground feedback/input to refine key processes and measurements.
  • Work with stakeholders to analyse and review operational issues and propose solutions translated to clear operations guidelines and processes to support streamlined and efficient service delivery on the ground.
  • Develop Standard Operation Process and operations guidelines to ensure proper knowledge management.
  • Serve as a bridge between the MSF policy teams and the SGE Enable service and programme management teams.

Implementation of Social Residential Home Bill (SRHB)

  • Review and propose the baseline and customised Code of Practice (COP) for the disability homes.
  • Work with MSF on consultation with operators on SRHB licensing framework.
  • Develop the new licensing checklists based on SRHB, and review current approaches to licensing which includes work processes and licensing regime.
  • Propose staging plans for implementing licensing across disability homes and prepare operators for compliance.

Sector Planning and Development

  • Support in the manpower planning and competencies of disability professionals to build capability for the disability sector.
  • Conduct data analysis and trend projection to provide input to ministries for service improvements and future developments of disability programmes and schemes.
  • Conduct benchmarking exercises for disability service providers and develop a quality and standards framework.

Others

  • Secretariat duties and any other ad-hoc duties assigned.

Qualifications, Knowledge And Experience

  • A good Degree in any discipline, with minimum 3 to 5 years of relevant experience. Experience in Operations policy work is preferred.
  • A team player who shares knowledge and takes initiative to support colleagues.
  • Excellent verbal and written communication skills, with the ability to build strong working relationships at all levels.
  • Good analytical and problem solving skills, with the ability to remain focused on output and to adjust delivery mechanisms to meet deadlines and client needs.
  • Good organisation and project management skills, meticulous and diligent to manage competing time demands for multiple projects and thrive under pressure in a fast-paced environment.
  • Energetic and enthusiasm with a strong client focus.
  • Proficient in MS Office applications, including MS-Word and MS-Excel.
