Science and Engineering Research Council (SERC) of A*STAR promotes public sector research and development in the physical sciences and engineering. At SERC, we:
• Support world-class research in A*STAR institutes in a wide range of fields including communications, AI & data science, cybersecurity, modelling and simulations, materials, chemicals, microelectronics, manufacturing technologies and metrology;

JOB DESCRIPTION
The Senior Manager / Manager in the Digital Tech & Computing Cluster of SERC is required to support the strategising and driving of A*STAR's R&D initiatives in digital technologies, such as:
• AI and Data Science
• Communications (e.g. 5G/6G)
• Digital trust technologies (e.g. privacy enhancing tech and distributed ledger technologies)
• Cybersecurity
• Modelling & Simulations
• Advanced computing
• Green Computing technologies
• Quantum technologies
The officer will be part of a dynamic team which shapes public sector research and innovation to deliver economic and societal outcomes for Singapore through:
• Strategic planning, coordination, and collaborations in digital technology R&D with Ministries & Public Agencies partners, research Institutes, Institutes of Higher Learning, and industry sectors
• Long-term R&D planning (e.g. RIE 2030) and stakeholder engagements that shape and contribute directly to the national R&D agenda
• Technology foresighting and masterplanning to optimise R&D investment portfolio and ensure alignment with national priorities
• R&D programme strategy development and design, which entails convening relevant public agencies, enterprises, and research entities (within A*STAR and from Institutes of Higher Learning) into collaboration programmes and securing necessary management support and resources for programme initiation
• R&D programme execution and management, including planning for subsequent technology translation and commercialisation
• Strategic development and reviews of digital technology capabilities in A*STAR Research Institutes
• Regular updates to stakeholders on the digital technology capabilities
• Research proposals evaluation, project reviews and grant management
JOB REQUIREMENTS
• Background in Engineering, IT or Computer Science, with preferably 3 or more years of working experience in policy, strategic planning or industry development role.
• Minimum 3 years of experience working in a relevant digital technology (e.g. AI, Cybersecurity, Infocomm, Quantum, Digital Trust) in public or private sector
• Ability to think strategically and analyse issues from different angles and devise short and long-term strategic plans
• Knowledge in a broad range of digital technologies, digital industry, their trends, challenges, and potentials
• Excellent written, presentation and communication skills to articulate strategies to decision makers and to form trusting partnerships
• Resourceful and proactive, able to work around ambiguity
• Proactive learning attitude, attention to details and results-oriented
• Comfortable with delivering outcomes in complex environment within challenging timelines
• Strong team player who is able to contribute and lead cross-functional teams
