What The Role Is

The Strategic Planning and Finance Division functions as a sense-maker and drives strategic resource allocation across the MCCY family. As the Deputy Director / Senior Assistant Director (Finance), you will play a pivotal role in transforming MCCY’s finance office, optimising social returns of investment through resource allocation and budget management and setting governance standards, to drive towards our desired outcomes. As part of a dynamic team, you will be at the heart of strategic decision-making, working closely with multiple stakeholders including MCCY divisions, Statutory Boards and Companies Limited by Guarantee to ensure that MCCY’s fiscal resources are effectively managed and aligned with our long-term goals.

What You Will Be Working On

You will manage an assigned portfolio with key responsibilities including:

  • Lead Budget Management: Take charge of key budgeting exercises across MCCY divisions and agencies, including annual and 5-year budget exercises and medium-term expenditure estimates. Lead strategic reviews of ground up budget proposals to optimise resource allocation and work closely with Senior Management and MOF.
  • Financial Resource Tracking and Allocation: Leverage technology to accurately monitor and optimise funding drawdown and budget utilisation across divisions and agencies, with an eye to achieving over 95% budget utilisation. You will oversee the reallocation of potential savings to optimise outcomes.
  • Funding Proposal Oversight: Develop and implement financial governance procedures, evaluate funding proposals and work closely with divisions to ensure compliance with MCCY’s and WOG governance standards.
  • Statutory and Budgetary Reporting: Serve as bridge to Centre of Government, including MOF, Accountant-General's Department (AGD), and other agencies to oversee timely and accurate submissions of statutory, regular, and ad-hoc budgetary returns.
  • Development Project Financial Governance: Review financial guidelines for development projects, guide approval processes, and assess development projects from a financial perspective.
