Overview

To ensure business continuity, the incumbent will be responsible for External Operations functions namely to plan, develop and execute Business Continuity Plans with the support of NUHS institutions (e.g., hospitals, polyclinics, respective Emergency Preparedness (EP) teams), and in collaboration with external stakeholders (e.g., MOH, government agencies, community partners) to handle the crises in the event of national/civil emergencies, disease outbreaks, etc.

For real time monitoring, control and response, the incumbent will need to develop the Concept of Operations which includes implementing operational cell groups to facilitate decision-making and coordinate resources and logistics to support the management of the incidents, such as the setting up of facilities & equipment, deployment of manpower to execute the SOP/workflows, and incident escalation & reporting to MOH/NUHS. The incumbent is also expected to formulate EP policies and incident response plans, with regular conduct of drills, table-top exercises and ground deployment exercises.

During peace time, the incumbent will be responsible for managing and overseeing day-to-day activities pertaining to resident enrolment and straggler management operations (enrolment and health plan), social prescribing, etc. in support of MOH Healthier SG, Age Well SG or other national/cluster-wide initiatives. The duties would also include engagements with partners in the community to drive improvements towards health/social outcomes of residents in western population.

  • Leadership and Resource Management: Team leader roles to organise the team comprising ambassadors and executives and grow organic capabilities to execute NUHS RHSO strategy for resident enrolment, straggler management, health plan completion, etc as mandated under Healthier SG, Age well SG, etc including any other related MOH/Cluster initiatives.
  • Process Management & Resource Allocation: Designing, implementing and optimising business process to achieve resource efficiency and effectiveness for resident enrolment, for example and not limited to:
  • Create a central dashboard as a source of truth to facilitate collective sense-making for visualisation of operations and efficiency.
  • Create a repository of SOPs documenting operational processes and FAQs to facilitate ground work and engagement
  • Quality Management and Continuous Improvement: Identify opportunities for growth and implement changes to drive innovation and improvement.
  • Stakeholder Management: Collaborating with both internal and external stakeholders to enhance processes and change management, for example and not limited to:
  • Work with PHI POCs to establish process for deployment of ambassadors within PHI settings.
  • Work with RHSO Comms to ensure HSG materials. etc are in sync with MOH policies and requirements.
  • Work with Synapxe and IT to ensure that IT requirements support the Operations
  • Work with MOH HSG office to ensure timely reporting


As part of emergency and pandemic response planning, you are required to support Senior Assistant Director/Assistant Director in crisis response planning and operations. You will play an active role in :

  • Ensuring timely escalation of incidents and crises through the role of duty officer
  • As part of the RHSO operations command centre, respond to outbreak incidents and exigencies
  • Collation, analysis and monitoring of data and trends to inform operational needs
  • Coordination of quality and safety incidents, improvement programmes and monitoring of key indicators
  • Providing secretariat support to relevant MOH/Cluster level steering committees


Requirements

  • Diploma/degree in any discipline, preferably in the Healthcare industry.
  • At least 6 – 8 years of working experiences, with at least 4 years in supervisory role.
  • Confident and comfortable to work with all levels of internal and external stakeholders.
  • Possess strong and effective organization skills.
  • Able to work in a fast-paced and dynamic work environment, both in indoor and outdoor operational environments.
