Job Overview

The Human Capital and Operations Manager is responsible for overseeing all aspects of human resources practices, processes, and administrative functions within the organization. This role includes handling incoming and outgoing shipping and procurement, managing the recruitment and selection process, developing and implementing HR strategies, ensuring legal compliance throughout human resource management, and overseeing efficient office and factory operations.

Key Responsibilities

HR Strategy & Planning

  • Develop and implement HR strategies aligned with the overall business strategy
  • Act as a consultant to management on HR-related issues, providing guidance and input on workforce planning, workforce wellbeing, and organizational development
  • Develop and oversee the performance appraisal system, ensuring regular performance reviews and effective feedback communication

Recruitment & Talent Management

  • Manage the end-to-end recruitment process, including sourcing, interviewing, and selecting candidates
  • Develop and execute strategies to attract, retain, and develop talent
  • Manage work passes for foreign employees
  • Oversee onboarding processes to ensure smooth integration of new employees

Payroll Processing & Compliance

  • Accurately process monthly payrolls for all employees
  • Ensure timely disbursement of salaries and other statutory payments
  • Ensure compliance with Singapore employment laws, regulations, and company policies
  • Handle CPF contributions, income tax submissions (IR8A), and other statutory requirements
  • Stay updated on changes in labor laws and payroll practices in Singapore

Employee Relations & Engagement

  • Foster a positive work environment through effective employee engagement strategies
  • Address employee relations issues, such as grievances, disciplinary actions, and performance improvement plans

Compensation & Benefits

  • Manage compensation and benefits programs to ensure competitiveness and alignment with organizational goals
  • Review and analyse salary and incentives structures, job evaluations, and salary surveys
  • Ensure compliance with statutory requirements related to compensation and benefits.

Training & Development

  • Identify training needs and develop programs to enhance employee skills and knowledge
  • Oversee the creation and delivery of training programs, including leadership development, soft skills, and technical training

HR Operations & Compliance

  • Ensure HR policies and procedures are up-to-date and compliant with local regulations
  • Oversee the maintenance of employee records and HR systems
  • Ensure compliance with employment laws and regulations in Singapore

Shipment Coordination:

  • Manage the logistics of incoming and outgoing shipments.
  • Collaborate with suppliers and shipping companies to ensure timely deliveries.
  • Track inventory levels to align staffing needs with shipment schedules.
  • Analyze shipment data to identify trends and improve processes.
  • Handle any shipment-related issues or discrepancies

Administration & Office Management

  • Oversee day-to-day administrative operations, including office and factory supplies purchases, and facility management
  • Administer tasks relating to office and IT equipment, including notebooks and employee email accounts
  • Manage relationships with external vendors, service and logistic providers, ensuring proper execution and maintenance of contracts and agreements
  • Manage the office budget and ensure efficient use of resources
  • Plan and organize company events, meetings, and other activities, ensuring smooth execution and coordination

Qualifications & Requirements

Professional Experience

  • Minimum of 5 years of experience in human resources, procurement and shipping, operations management, or a similar role.
  • Proven track record of leading HR and operational initiatives successfully.
