This position serves as the U.S. State Department seconded official with duties as a Program Director at the Asia Pacific Economic Cooperation (APEC) forum Secretariat, a 21-member international economic organization. The incumbent supervises two Program Executives and takes operational direction from the APEC Secretariat’s Executive Director through the Chief of Staff. The incumbent reports to the Director of the Office of Economic Policy in the East Asia and Pacific Affairs Bureau (EAP/EP) of the State Department.

Requirements:

  • A bachelor’s degree in international relations, political science, business management, public policy, economics or host country equivalent, AND minimum five (5) years of progressively responsible experience in developing and implementing policy, overseeing the planning and executing of multi-faceted international development programs and/or projects in government, international organizations or closely related fields is required, OR
  • At least two (2) years of college or university studies in any field or other equivalent post-secondary education, AND minimum seven (7) years of progressively responsible experience in developing and implementing policy, overseeing the planning and executing of multi-faceted international development programs and/or projects in government, international organizations or closely related fields is required.
  • Must have fluent, strong English oral and writing skills.
  • Must be able to communicate effectively both orally and in writing, including the ability to absorb information quickly, prioritize and present relevant information, and to write well and quickly.
  • Knowledge of international affairs, with particular emphasis on international organizations.
  • Familiarity with political and economic developments in the Asia-Pacific region, and background in economic policy.
  • Ability to work well with persons of other cultures and political systems, and with varying communication skills.
  • Ability to articulate positions, accommodate other views, negotiate, and build and maintain consensus.
  • Ability to develop expertise and provide professional advice to U.S. policy makers, APEC Secretariat leadership, APEC members economies, and APEC fora leadership and stakeholders.
  • Ability to envision broad goals, to take initiative and work independently, and to exercise good judgment with minimal direction.
  • Ability to work with different and sometimes conflicting demands, and to seek to synthesize responsive solutions.
