Job Description:
- Being the HR Operations subject matter expert for Singapore, manage HR operations including payroll and benefits to ensure smooth, timely, and accurate delivery
- Provide advisory and operations governance of HR processes including payroll/benefits, relevant teams and third-party vendors, adherence to risk and control requirements and reporting timelines.
- Works with internal stakeholders on regulatory updates and implementation, ensuring that processes are robust and in compliance
- Lead operational improvement and implement solutions
- Manages and delivers the regular and ad-hoc regulatory, internal management and Head Office reporting/requests.
- Management of department Business Continuity
- Monitor and review services delivered by offshore delivery-hubs.
- Provide oversight for Singapore HR benefits on benefits administration, ensure controls and adherence to policies and regulations.
- Ensure governance of benefit costs/ policies and overview support during benefits audits, cost reconciliation, annual certification and other exercises.
- Vendor management and governance with key benefits and wellbeing vendors. Ensure appropriate contracting, periodic service reviews, SLAs and invoicing to ensure smooth delivery of services. May also be required to complete additional requirements for Outsourced vendors in line with the Vendor Risk management policy.
- Active participation and coordination of internal and external audit reviews, as well as related projects.
Requirements
- Sound understanding of Singapore legislations/regulations in Human Resources/manpower including payroll matters (e.g., MAS, MOM, CPF Board, IRAS)
- Strong knowledge of HR processes, including payroll with a strong risk mindset to drive robust governance process
- Relevant experience in managing HR Operations including payroll and benefits
- Vendor management experience
- Sensitivity to confidentiality, accuracy, timeliness and completeness of transactions
- Sensitivity to SLA driven approach, accountability-based work ethic
- Strong partnership and Team leadership to drive strong execution/change
- A strong team player and with diligent follow-throughs and ownership over closure of issues
- Experience of senior stakeholder engagements and also with control functions (e.g., Compliance, Risk, etc.)
- Experience of working with off-shore teams to drive on end-to-end delivery/governance
