About the Role - The Technical Safety Engineer will support the Project team in the execution, review and monitoring of the risk studies carried out during the different stages of the project to ensure that de facilities, software, products and work environment do not harm people o damage property.

Responsibilities

  • Responsible to design/review/approve Safety Critical elements performance standards, fire and gas detection mapping. etc.
  • The support must include the Topside installations with the project's subsea facilities, giving support to its interfaces.
  • The TSE must review, and elaborate procedures and systems designs that protect people from illness and injury and protect the property from damage.
  • Contribute to ensuring compliance with both regulations and company procedures, and handle non-conformities as required.
  • Identify risks to people and the environment and mitigate them so they are as low as reasonably practicable.
  • Proactively identify ways to continuously improve HSE performance.
  • Stop any job that may harm people or the environment.
  • Transfer experiences, good and bad, which could lead to continuous improvement of HSE performance.
  • Analyse, maintain and apply knowledge of current health and safety policies, regulations, and industrial process during the different stages of the project.
  • Be responsible for the progress of the assigned Safety Engineering scopes and for internal and external deliverables in line with the project budget and schedule.
  • Be responsible for the technical integrity of all Safety Engineering activities and deliverables for work performed by him/ her through project lifecycle phases and for compliance to project specific performance, integrity, quality and HSE requirements relevant to his/ her assigned scope of work.
  • Review and provide technical inputs on Safety Engineering related technical matters to interfacing disciplines, during the development of design on the project.
  • Be responsible for and manage the Safety Engineering technical interfaces with equipment and package suppliers, in coordination with the Project Engineer and Contractors, for assigned areas to ensure that the equipment and packages comply with the technical requirements & specifications of and to monitor the compliance to Company's Basis of Design, Standards & Project Specifications.
  • Act as the package responsible engineer for safety, life-saving and firefighting equipment.
  • Ensure that that all risks related to his/her area or responsibility are identified, assessed and preventive measures are implemented in a timely manner when required in coordination with Lead/ Senior Safety Engineer.
  • Provide the necessary technical support to the Project Engineer with respect to verification activities by the verification body / classification society or other applicable approving authorities.
  • Represent the Safety Engineering discipline during meetings, audits, verifications, workshops and technical reviews and be responsible for an effective and timely resolution of identified issues.
  • Provide technical support related to Safety Engineering at the fabrication site, whenever required.
  • Continuously seeking to improve working methods, tools and procedures and contribute actively to the Safety Engineering Discipline development and experience transfer.
  • Ensure HSE Management system requirements are satisfied both during the planning and execution process.

Qualifications

  • A relevant engineering degree preferably in Chemical, Mechanical or Safety engineering.
  • Multidiscipline engineering management in Oil and Gas Projects and Mexican Rules and Regulations for the Petroleum industry.
  • Valid Medical certifications (e.g. Fit To Work and required vaccinations).
  • Valid Offshore Survival certification (e.g.BOSIET and HUET or equivalent).
  • CFSE/CACE certification will be value.
  • Minimum 15 years of experience as technical safety engineer for offshore oil and gas installation, serving in the capacity of a Technical Safety Engineer.
  • Applicant shall possess relevant experience with implementing Safety Design Philosophies and Specifications related to Escape and Emergency Response, Active and Passive Fire Protection, Fire and Gas detection, Design Accidental Loads, Emergency Shutdown and Human Factor Engineering.
  • Good experience with developing Safety Engineering Deliverables related to Escape Route Layouts, Firewater Calculations and P&IDs, Fire and Gas Drawings, Hazardous Area, Noise Specification and Flare Radiation.
  • Had exposure to supporting the development and implementing of recommendations from third party safety studies and workshops, including HAZID/HAZOP, SIL Classifications, Smoke, Gas, Fire and Explosion Risk Analyses, Evacuation Analyses, QRA, ALARP assessments, Fire and Gas Mappings and Noise Studies.
  • Applicant must possess a good understanding and knowledge of oil and natural gas industry standards such as, but not limited to, API (American Petroleum Institute), ISO (International Organisation for Standardisation), and other relevant standards related to Safety Design and Engineering.
  • HAZOP Methodology and Risk Analysis certification will be valued.
