About Civil Service College:

The Civil Service College (CSC) is a statutory board under the Public Service Division, Prime Minister’s Office. We are the central learning institution for the Singapore Public Service and we partner government ministries and agencies to develop people for a first-class public service. CSC brings together public officers from diverse backgrounds and provides them with opportunities for learning and skills upgrading. Our service-wide networks enable public officers to build capabilities, develop shared ethos and gain deeper perspectives, creating a collaborative environment for dialogue and knowledge sharing. Through our programmes and services, CSC aims to strengthen strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.

What the role is:

This position will be under the Enterprise Technology Group’s Institute of Learning Technology (ILT). The product that the officer will be involved in developing and building is the Whole-of-Government digital learning ecosystem.

What you will be working on:

The officer shall be responsible for the following:

• Manage product roadmap and deliverables, ensuring alignment with product vision and CSC’s strategic objectives and customers’ needs

• Understand requirements and participate in business process reengineering/ review projects that look into enhancing workflows and streamlining processes

• Help drive the product development process from concept to launch, ensuring timely delivery of quality features that are valuable to the customers

• Support change management and engagement efforts such as getting buy-in from key stakeholders, in preparation for product releases

• Work closely with product owners and other cross-functional teams including design, engineering, marketing, content and IT to build and launch products

• Conduct user testing and gather feedback to continuously iterate and improve the product

• Support the product rollout strategy and monitor product performance by analysing data and customer insights for continuous enhancements

What we are looking for:

• At least 2 years of experience in digital agile product management, preferably in a customer-facing environment

• Passionate about digital learning solutions such as learning systems, workplace learning approaches and other forms of technology-enhanced learning

• Good understanding of data analytics

• Positive attitude, proactive and customer-focused with excellent stakeholder engagement skills

• Excellent written and verbal communication skills

• Values teamwork and enjoys working in a fast-paced environment

This is a 3-year contract role.
