Manager, Skills Strategy & Planning (SIPD) (1-Year Contract) wanted for an Established Statutory Board

Duration: 1 Year Contract

Working Hours: 8.30AM - 5.30PM / 9.00AM - 6.00PM

Working Location: Near Paya Lebar MRT

The Manager, Skills Strategy & Planning will play a pivotal role in supporting the implementation of Workforce Skills Qualifications (WSQ) and skills policies and will also support the division in processing WSQ full qualification applications, managing the skills ingestion process and handling skills policy enquiries and appeals as part of the division’s customer relations management team. The officer may also be involved in the implementation of various technical projects/policy reviews as well as inter-divisional projects. This position requires a systematic problem-solver with a keen eye for detail, and someone with strong communication and engagement skills. The ideal candidate will be adept at managing stakeholder relationships, proficient in policy-to-implementation management and coordination, and skilled in driving implementation of policies in IT systems related to training grants.

What you will be working on

WSQ Full Qualification Evaluation & Stakeholder Engagement

  • Evaluate WSQ full qualification applications against established criteria and prepare submissions for approval
  • Liaise with internal and external stakeholders to clarify details and requirements of WSQ FQ applications
  • Competency: Policy Analysis & Stakeholder Management
  • Process Monitoring & Customer Relationship Management
  • Track and report on the WSQ FQ approval process, ensuring timely updates and progress tracking
  • Address customer relationship management cases promptly, managing enquiries and appeals with a customer-centric approach
  • Competency: Process Management & Customer Service Excellence

Policy Implementation Support

  • Participate in meetings with internal and external stakeholders for projects concerning policy to implementation
  • Draft change and service requests for the Training Grants System (TGS) to reflect policy updates
  • Participate in User Acceptance Testing for skills insertion exercises and system changes
  • Support skills updating process, including uploading of skills in TGS

Knowledge Management & Event Coordination

  • Oversee knowledge management for change initiatives within the division
  • Plan and organise divisional training events, ensuring effective knowledge transfer and skill development.

Procurement & Administrative Oversight

  • Manage procurement activities and handle administrative tasks with precision and efficiency

What we are looking for

  • Tertiary qualifications in a relevant field
  • Minimum of 3 years of administrative experience, preferably with casework and IT/data project support such as UATs and Change Requests.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint)
  • Ability to collaborate effectively with multiple stakeholders and work as part of a team
  • Strong organizational skills with the ability to produce high-quality work under tight deadlines
