Position Overview

As part of the Centre of Program Management (COPM), The Programme Management Office is to establish and maintain project management standards, processes, and best practices to ensure the respective programme in terms of planning the detailed engagement strategy, objectives, policies and funding. You are expected to perform detail analysis and work with cross PMO and implementation teams to derive key insights for further planning of work streams to achieve the programme's desired delivery outcomes. You need to be able to see interconnections, anticipate operational issues across all parts of the programme and develop effective strategies to address them.

Role & Responsibilities

Build Programme Framework

  • Analyse in detail the national programmes landscape, respective operating model and guiding principles to distil insights for a strategy to bridge the gap and achieve the programme's outcomes.
  • Develop the detailed engagement approach framework, resource planning, cost consolidation, financial projections/ reconciliation for the necessary funding request and launch strategies (where relevant)


Manage and improve the programme

  • Monitor and mange program execution from cross functional teams (demand management processes, budget planning, funding governance, resource allocation etc.)
  • Analyse resource and market competitive conditions (if any) that would impact the programme.
  • Coordinate with other Synapxe staff planners to assess impact of project changes that may affect the team's programme.
  • Generate innovative ideas to enhance the programme's components such as a engagement efficiency and documentations to meet anticipated user demands.
  • Work with delivery teams to forecast and anticipate programme needs or challenges beyond the current defined workstreams and funding time line.
  • Manage the delivery timelines with delivery teams to ensure successful implementations.
  • Put up additional funding request in response to changes to strategy or product requirements.
  • Reconciliation of resources and funding management and coordinate the investigation (if applicable)
  • Work with entity leads to ensure proper documentation and structure in preparation for future audit.


Manage stakeholders

  • Build partnership with internal stakeholders
  • Garner stakeholders' expectations and devise management strategy
  • Perform secretariat roles in communicating programme objectives and progress at key junctures to internal and /or external stakeholders.


Requirements

  • At least 5 - 8 years in mid-large scale project management and /or delivery roles within IT or technology
  • At least 8 - 10 years of management or leadership experience by leading small to medium size team is desirable
  • Strong leadership, people management, time management, problem solving, project management and conflicts resolution skills.
  • Self-motivated team player with ability to work under tight project deadlines
  • Previous working experience in journey experience mapping or service blueprint is a plus
  • Domain knowledge in Healthcare operation process or Public Sector is a plus
  • Detail oriented and meticulous in medium to complex cost planning
  • Strong presentation, interpersonal and organizational skills in a matrix reporting environment.
  • Preferably Certified Project Management (SAFe, CSM, CITPM, ITIL etc).
