What The Role Is

Research and technology is critical to foster an innovation-driven economy to drive growth, where having deep technology advantage will enable our enterprises to remain competitive, and create good jobs for our people. As Singapore’s constraints in manpower, land, energy and carbon continue to tighten, delivering economic impact with our R&D strategies becomes more important than ever. To this end, you will drive new policies and strategies to enhance research and innovation among the business and research communities.

What You Will Be Working On

Key Responsibilities

  • Review and formulate deep tech strategies and R&D policies as a source of long-term economic competitive advantage for Singapore. As we stand on the cusp of planning the next 5 years of Singapore’s Research, Innovation and Enterprise (RIE) roadmap, this is a particularly exciting time to join us and be empowered to shape the next phase of Singapore’s development as an innovation-driven economy. This includes reviewing the progress and achievements of the current RIE tranche, identifying new and continued key areas of R&D capabilities (including deep tech R&D) for public funding, and developing relevant funding strategies and governance processes to ensure agility of funding while mitigating risks.
  • Formulate and oversee the implementation of R&D strategies for A*STAR. This includes working with A*STAR and relevant stakeholders to maximise value capture, ensuring that A*STAR is sufficiently resourced for the future, and measuring, tracking and communicating the success of A*STAR’s initiatives.
  • Formulate and oversee the implementation of R&D strategies for the Manufacturing, Trade and Connectivity (MTC) domain under the RIE Plan, with a focus on technology commercialisation and translation. This includes working with relevant stakeholders to develop sectoral R&D plans, evaluating R&D programmes and resourcing requirements, and applying appropriate policy levers to align the plans and activities of research performers with desired policy outcomes.
  • Engage in international science and technology bilateral/multilateral platforms (e.g. G20, ASEAN), to find areas of concrete collaboration and broaden global thought leadership, while being sensitive to geopolitical considerations.
