Description

Access is seeking a Monitoring and Evaluation Manager who is deeply interested in tackling social mobility in Singapore by opening doors to opportunities for all.

As the Monitoring and Evaluation Manager, you will lead the development and implementation of all monitoring and evaluation activities. Your role is crucial in establishing Access as a data-driven organisation by ensuring the effectiveness and impact of our programmes. You will manage end-to-end projects, develop and maintain a robust MEL framework, and overhaul current impact assessment processes to enhance our ability to measure and achieve strategic outcomes. Additionally, you will provide actionable insights through data analysis and foster partnerships. This position requires a strategic thinker with a strong background in research and evaluation, committed to driving social mobility through evidence-based practices.

Key Responsibilities:

  • Data Analysis: Establish and apply quantitative and qualitative data analysis protocols, utilizing appropriate analytical frameworks, tools, and software. This role includes conducting data analysis as needed.
  • Impact Assessment: Overhaul the current impact assessment processes to ensure they are aligned with best practices and effectively capture the outcomes of our programs. This includes refining existing metrics and developing new tools and methodologies to better measure our impact on disadvantaged youth.
  • Monitoring, Evaluation, and Learning (MEL): Build and oversee a robust Monitoring, Evaluation, and Learning (MEL) framework. This framework will guide our outcomes work function within the organization, allowing us to continuously monitor, evaluate, and incorporate new evidence into our practices. Additionally, incorporate employability matrices into the MEL framework to measure and enhance the impact of our career exposure programs on youth employability.
  • Research Agenda Development: Develop and implement Access’s research agenda in alignment with our strategic goals. This effort is aimed at solidifying Access as a leader in data-driven advocacy for social mobility.
  • Project Management: Oversee the planning, execution, and management of end-to-end research projects. Ensure the use of robust, fit-for-purpose research designs, uphold ethical standards, and manage budgets and resources effectively. This role may involve direct fieldwork and data collection.
  • Insight Generation: Analyse and synthesise research data to produce actionable insights and recommendations that align with Access’s strategic goals. Present these insights in engaging and comprehensive written and/or visual formats.
  • Stakeholder Communication: Communicate research findings to various stakeholders, including funders, partners, and the public. Represent Access at conferences, workshops, and other public engagements.
  • Partnerships and Collaboration: In collaboration with Programmes and Partnerships colleagues, build and maintain relationships with key stakeholders by designing and implementing research engagements or products. This may involve serving as the account holder for partners such as academic institutions, research houses, and other stakeholders.
  • Cross Functional Coordination: Collaborate with other teams within Access to ensure consistency in data-driven advocacy strategies and messaging. Work to embed research insights into our programs and engagements.

We target educational disadvantages in heartland schools with a focus on Normal Academic/Technical streams as well as students on Financial Assistance Schemes (FAS). Access programmes are aimed at exposing students to various career paths while connecting and building relationships between professionals and students.
