The A*STAR International Partnerships Office (IPO) is responsible for driving and coordinating A*STAR's international partnerships and engagements in support of A*STAR's mission. The International Research Collaborations (IRC) team is one of the teams within the IPO.
Responsibilities
The responsibilities of the Senior Assistant Director (IRC), include:
- Monitor global trends and risks that may impact on research collaborations with international partners
- Work with relevant A*STAR divisions (including Research Office, Policy & Planning Directorate, Research Councils, Innovation & Enterprise Group) to formulate and implement strategies, policies, plans and initiatives pertaining to international research collaborations in response to these trends and risks
- Work with relevant A*STAR divisions (including Research Office, Policy & Planning Directorate, Legal, Internal Audit) to develop policies and procedures on international research collaborations and to implement a compliance programme, including conducting risk assessments and training programmes
- Manage workstreams under the SAD(IRC)'s charge arising from various inter-ministerial and inter-agency committees as well as ministries/agencies in relation to international research collaborations, including with respect to reporting requirements and serve as A*STAR point-of-contact with these committees and minister/agencies
- Manage A*STAR's bilateral partnerships with countries under the SAD(IRC)'s charge in support of national/A*STAR priorities, including staffing incoming visits from delegations from, and outgoing visits by A*STAR senior management to, these countries, as well as managing bilateral grant calls and joint programmes
- Serve as A*STAR's point-of-contact with MTI, NRF, MFA and other agencies in relation to A*STAR's bilateral partnerships with countries under SAD(IRC)'s charge (including staffing and providing inputs to briefs for Singapore leaders, on bilateral/multilateral engagements led by other agencies, bilateral/multilateral statements/declarations etc.
Requirements
- Deep understanding of, and past work experience in, international relations and government affairs
- Past work experience pertaining to the governance of international research collaborations will be advantageous
- Good geopolitical and international security policy instincts
- Demonstrated ability to build and navigate relationships across diverse cultures as well as large organisations
- Strong strategic thinking, policy planning, project management and stakeholder management skills
- High learning agility and adaptability
- Effective and thoughtful communicator
- Self-starter, independent and resourceful, as well as a strong team player
