Job Description

As a key member of the finance leadership team, the Finance Director will report to the Chief Financial Officer (CFO) and oversee finance functions in the Office of Finance (OFN) as designated


Duties & Responsibilities

  • Oversee finance and accounting activities, and team as assigned by the CFO
  • Assist the CFO in developing finance resources and capabilities
  • Partner and support the CFO in his dealings with the Board and management on matters relating to finance

Corporate Function: Responsible for operating budget and FP&ADevelop annual core operating budget for the university

  • Track actual revenue and expenditure vs prior year and budget, and provide variance analysis
  • Manage budget supplementation
  • Financial sustainability – manage the financial resource framework (e.g. top slice, central services charge) and mitigate against key operational financial risks
  • Generate All Funds P&L for use by the university and business units
  • Generate 5-year financial projection to support strategic planning
  • Manage central funds and reserves
  • Liaise with the Ministry of Education (MOE) re capitation and other grants
  • Make recommendations on tuition fees for MOE-subsidised programmes
  • Report operating costs of MOE-subsidised programmes to MOE
  • Run the Resource Planning Committee which is chaired by NUS President

Lead finance business partnering support to Provost, Provost’s Office, Deans and faculties; oversee the Faculty business unit finance teams

  • Provide finance business partnering support to the Education business pillar
  • Support Provost in reviewing faculty budgets and resource allocation
  • Allocate the budget to the faculties and departments
  • Uplift and enhance finance business partnering capabilities in the faculties
  • Drive finance functional synergies across the faculties
  • Note: Apart from finance business partnering, the business unit finance teams provide support on other financial matters that are not centralised (e.g. assisting with withholding tax matters)

Undertake developmental and special projects at the direction of the CFO in areas of financial systems development, treasury, resource planning and budgeting, financial management, funding and capital plan programs, risk management, infrastructure of the University and other areas to be determined:

  • Support NUS President in resetting academic manpower expenditure and funding
  • Refine All Funds P&L to align with EBIDTA
  • Formalise cost allocation policy and methodology
  • Develop FP&A capability to provide P&L at the programme and course/module level
  • Launch FP&A planning tool (shortlisted Anaplan and Jedox)
  • Build financial model that enable 5-year projection (down to the faculties and academic departments) with scenario planning capabilities

Qualifications

  • Bachelor’s Degree in any of the following disciplines: Accounting, Finance, or Business; an MBA would be advantageous
  • Professional Certification: Professional accounting qualification is essential
  • At least 15 years of experience in the broad range of finance and accounting activities within a large organisation, and having held senior appointments as Financial Controller or Finance Director. Some Audit experience is preferred
  • Lead finance transformation project or other change management leadership role
  • Demonstrated experience in finance business partnering role and involvement in strategic planning
  • Understanding of and appreciation for the culture and environment associated with managing a complex organisation in a highly competitive, rapidly changing market environment
  • Sound financial management and controllership experience coupled with good treasury exposure
  • Possess a leadership style that drives excellence, performance and continuous improvement and emphasises collegiality, teamwork, diplomacy, stakeholder buy-in and group participation. Is creditable and mature, able to deal effectively at the senior level. Experienced and skilled in managing a sizeable team
  • Energetic and enthusiastic, a person who can enthuse and drive for results as well as perform under challenging situations
