The Home Team Science and Technology Agency (HTX) is a statutory board under the Ministry of Home Affairs (MHA) which aims to pioneer innovation solutions and develop world class science and technology capabilities to transform and empower the Home Team in delivering safety and security for Singapore.

The HTxAI Products team is committed to empower our Home Team Department (HTD)'s flagship projects through the seamless integration of AI technologies. From identifying opportunities to delivery, launch, and continuous enhancement, HTxAI aims to push boundaries and setting new standards in homeland security.

TheLead Engineer/Engineer (Scrum Master & Product Management) will be part of a new AI Product Team, which is responsible for the development of new innovative Artificial Intelligence (AI) / Digital Products that are aimed at transforming corporate business processes.

He/she will play a pivotal role in leading and managing projects related to the development and rollout of new AI / Digital Products that are essential in transforming the business processes for key corporate functions in HTX and the Home Teams (starting with procurement). The incumbent is expected to work closely with key business stakeholders and product development teams to oversee the planning, execution, and completion of projects within the allocated budget and timeline. Additionally, he/she should have the experience in championing and coaching the development teams on the scrum methodology, ensuring adherence to the best practices. The ideal candidate should preferably have a proven track record in managing projects relating to the development and roll-out of AI/Digital Products for similar innovative business transformation initiatives.

What You Will Be Working On

• Collaborate with key business stakeholders and users (starting with procurement) to develop project plans, including scope, schedule, budget, and resource allocation.
• Lead the execution of projects, ensuring adherence to quality standards and project requirements.
• Identify and mitigate project risks, while proactively addressing issues that may impact project delivery through implementation of risk management strategies to ensure project success.
• Allocate, procure and manage resources effectively, including personnel, equipment, and materials, to support project activities.
• Ensure that the team adheres to Scrum methodology, and facilitate Scrum ceremonies such as daily stand-up meetings, sprint planning, sprint review, and sprint retrospective.
• Promote continuous improvement through retrospectives and feedback sessions.
• Prepare regular progress reports, documentation, and presentations for project updates and reviews, including keeping accurate records of project activities and outcomes.

What We Are Looking For

• Bachelor’s degree in a relevant field (e.g., Engineering, Computer Science, Project Management).
• Minimum 7 years of experience in project management, particularly in the development and roll-out of AI/Digital Products for innovative business transformation initiatives.
• Understanding and experience in both Agile/Scrum and Project Management methodologies and tools.
• Excellent problem-solving and analytical skills, with the ability to think strategically and translate ideas into actionable plans.
• Exceptional communication and interpersonal skills, with the ability to influence and collaborate effectively across all levels of the organisation.
• Demonstrated ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.
• Strong project management skills, including experience with project planning, resource allocation, and risk management.
