1. Manage the development of new strategies and care models for the youth, with a focus on developing accessibility and capability to strengthen service delivery system and address emerging trends for community care, particularly in resilience, psychological wellbeing, psychiatric disorders like mood and psychotic disorders

  • Support the HOD in the planning and implementation of the young adults/youth ecosystem, care model and competencies in tandem and aligned with the population health approach
  • Guide the youth clinical team to conduct research and horizon scanning to identify emerging trends, service gaps, and project needs
  • Lead in the conceptualization, planning, implementation and evaluation of new delivery models and enablers to meet the emerging needs such as young adult/youth, postpartum mothers, and caregivers, in collaboration with stakeholders and industry players towards population health approach
  • Lead team to review and build referral linkages to address the systems-related and process issues in the joint management for mental health and social needs in the community and primary care setting
  • Review and establish competencies for the youth mental health sector, structural processes and enablers to support the implementation of youth mental health in the community setting
  • Lead the team in the engagement of stakeholders (e.g. MCCY, NMHO, SSAs, RHs, social enterprises) and funders (e.g. TB, TFC, MOH) to collaborate, develop and pilot on new initiatives that meet the emerging needs and new trends
  • Manage the clinical team who will provide clinical inputs to Ministries/agencies and other Divisions/teams for the purpose of policy review; service, resource and/or capability planning

2. Support the HOD to lead the implementation, and evaluation of new youth pilot programmes, and contribute to the revision and resource planning of the community mental health masterplan

  • Manage the youth mental health team in the engagement with key stakeholders (e.g. IHLs, MOE, MSF, RHs) to develop client care processes across the health, social and educational sectors
  • Identify and lead in the engagement with stakeholders (e.g. SSAs, primary care and RHs) to collaborate on new pilots or initiatives that improves community mental health care for youth
  • Drive the implementation and review of youth-centric mental health care models for outreach and intervention initiatives (including identification of needs for capability development)
  • Lead in the review and work with HOD as representative at interagency and National platforms to identify opportunities in programme or process improvement (including assessment tools) in existing non-mental health and/or mental health touchpoints (e.g. AAC, FSC, disability sector), and drive discussions for training roadmaps, pilot collaborations, and identify info and resource needed to enable SSAs to provide quality care for their clients and caregivers

Job Requirements

  • Master’s and/or Bachelor’s Degree in healthcare related discipline, with preference for mental health qualification.
  • At least 10 years’ experience in healthcare or community care sectors with 3 years in managerial capacity.
  • Prior experience in youth mental health in the hospital setting would be an advantage.
  • Experience in programme implementation and/or programme management
  • Good writing and presentation skills
  • Able to work well with groups from diverse backgrounds
  • Able to multi-task and possess strong analytical, problem solving and project management skills
  • A self-starter with strong learning ability, who is resilient, adaptable and able to manage change and ambiguity
  • Good interpersonal and communication skills
