[What the role is]
You will be part of the newly created programme office to oversee and drive the implementation of the Enterprise Workforce Transformation Package (EWTP) to support enterprises in their workforce transformation (WT) and strengthen its nexus with enterprise transformation (ET).

[What you will be working on]

This includes:

a) Planning and implementation of EWTP initiatives

  • Workforce Development Grant (WDG)

  • Redesigned SkillsFuture Enterprise Credit (SFEC)

  • Strengthened nexus between ET and WT

b) Driving implementation of the EWTP initiatives through workgroups involving Enterprise Singapore (ESG) and SkillsFuture Singapore (SSG)

c) Providing strategic inputs in the development of programme design and lead the team to plan and coordinate these programme

d) Leading partnerships and engagements with external stakeholders (i.e ESG, SSG, Anchor Programme Partners) to drive awareness and adoption of workforce transformation

e) Leading the development of the employer user journey and implementing relevant service improvements

f) Driving development of WDG-related systems and the redesigned SFEC system as the business owner and working with internal (i.e WSG’s Digital Tech Division (DTD)) and external stakeholders (i.e SSG, ESG) on the system requirements

g) Analysing and development of strategies in partnership with stakeholders to encourage companies to adopt workforce transformation

h) Managing and evaluating anchor programme partners including setting strategic direction for the programme partners to ensure programme outcomes are met

i) Monitoring and assessing overall programme take up, and undertake review to measure programme effectiveness as required

Required Skills and Competencies:

  • Planning and Implementation : Plan, coordinate and develop the EWTP initiatives, and translate policy directives into actionable programme plans

  • Policy and Programme Analysis : Analyse policy issues, engage with stakeholders to gather inputs, and provide recommendations

  • Stakeholder Collaboration : Work closely with internal stakeholders (e.g. WSG’s Digital Tech Division) and external stakeholders (e.g. MOM, Anchor Programme Partners, SSG, ESG etc) to implement the various initiatives under EWTP

  • Partners Engagement : Build effective partnerships with the anchor programme partners and develop collaboration with relevant agencies to operationalise the EWTP initiatives

  • Programme Management : Oversee the administration of EWTP initiatives. This includes regular tracking of programme outcomes and conducting of programme reviews

  • Data Analysis and Interpretation : Analyse programme performance using key performance metrics and use data for decision-making. Interprets trends and patterns to develop insights and action plans

  • Strong writing and communication skills : Drive and lead discussions with stakeholders, and translate perspectives into sound recommendations through writing and presentations

[What we are looking for]

Knowledge

  • Awareness of government efforts relating to manpower, workforce or human capital interventions would be advantageous

  • Prior work experience in the public sector would be an advantage

  • Prior experience leading cross-agency implementation for national programmes would be advantageous

Abilities/Aptitudes :

  • Proven track record of engaging with diverse stakeholders, including other government agencies and private sector

  • Experience managing large-scale programmes or initiatives

  • Able to confidently manage complex projects and build effective partnerships with partners and stakeholders

  • Able to work well both independently and in teams

  • Strong problem-solving and analytical skills

  • Highly adaptable and receptive to ambiguity and changes
