You will assist the cluster lead in matters related to Capitation Subvention, National Costing Exercise (NCE) for public healthcare institutions and MOH Subvention System. As the key Costing System (CoSy) support for the NCE, you will ensure timely completion of deliverables.

Your primary responsibilities include:

  • Managing cluster level capitation subvention allocation and disbursement to SingHealth institutions
  • Supporting the development and review of the capitation subvention framework to ensure fair and equitable allocation whilst achieving the cluster's Healthier SG Screening outcomes
  • Developing a framework to incentivise institutions towards fulfilling population health outcomes
  • Serving as the key financial resource for internal stakeholders and providing value-added support to clinical and operational partners in the capitated subvention framework
  • Developing financial policies to support population health projects arising from capitated subvention implementation

You will collaborate closely with MOH on subvention issues to address funding gaps for financial sustainability. This includes working with the Office of Strategic Management on the Balanced Scorecard (BSC) KPIs for Healthier SG Screening outcomes, and developing and reviewing the Pay for Performance framework to incentivise stakeholders to achieve their BSC KPI targets. Additionally, you will provide insights on healthcare utilisation patterns and work with the Group Finance Population Health Policy team to engage relevant stakeholders to optimise resources and reduce waste.

Job requirements:

  • Bachelor's Degree in Accounting, Business, Economics, Statistics or Engineering with at least 8 years of relevant experience, of which at least 4 years should be in a managerial role
  • Proficient in Data Visualisation and Data Analytics/Programming tools, and Microsoft Office applications
  • Prior experience in a healthcare setting is advantageous
  • Strong business and strategic acumen
  • Excellent organisational, prioritisation and problem-solving skills
  • Systematic, meticulous and able to work in a dynamic and fast-paced environment
  • Strong communication and interpersonal skills
