
Assistant Manager (Financial Planning & Policy), Group Finance Population Health Planning
You will support the team lead in driving key healthcare initiatives by managing performance indicators, analysing healthcare programme outcomes, and developing Pay-for-Performance frameworks. Your responsibilities include monitoring Population Health Performance Management Framework KPIs and evaluating MIC@Home programme performance across SingHealth sites. You will also support Acute Hospital-Community Hospital (AH-CH) Bundled Care initiatives and help establish their Pay-for-Performance targets.
In supporting Regional Health System (RHS) Community Care programmes, you will conduct programmatic reviews, address financial sustainability, and optimise resource utilisation. A key aspect of your role involves sophisticated data analytics, where you will analyse Healthier SG Screening financial indicators using multiple healthcare databases, perform scenario-based projections, and conduct time-series modelling of financial performance and utilisation trends. Additionally, you will help align healthcare IT systems with business requirements, particularly for NBS Inter-company Billing and EPIC Integrated Charging implementation.
Job requirements:
- Bachelor’s Degree in Finance, Business Administration, Engineering or Accounting with at least 6 years of relevant working experience in Finance/ Business Administration or Data Analytics field
- Candidates with a Master’s in Public Health or Health Economics are welcome to apply
- Relevant policy development and research experience in a public healthcare setting or public health administration roles is advantageous
- Prior experience in performance management, reporting, costing, economic reviews and forecasting, predictive modelling and multivariate regression analysis
- Proficient in Microsoft Office applications, SAP and Data manipulation and visualisation applications such as Tableau, Power BI, Power-pivot DAX or Python
- Able to work in a dynamic and fast paced environment
- Resourceful with the ability to think innovatively
