
HR Manager (Construction, Civil Engineering)
Remuneration:
- Salary from $5,500 to $7,500, with Variable Bonus

About the Role:
Our client is seeking a committed and experienced HR Manager to lead all human resource functions, ensure regulatory compliance, and strengthen workforce management. The ideal candidate will oversee WICA claims, government-related claims, and the full spectrum of HR operations to support business needs.
Responsibilities:
WICA and Claims Management:
- Manage the submission and timely processing of WICA claims.
- Liaise with insurers, legal teams, and authorities on claims resolution.
- Maintain accurate workplace injury reports and track claim statuses.
Government Claims & Compliance:
- Prepare and submit applications for government grants and schemes, including:
Skills Development Fund (SDF)
Workforce Singapore (WSG) support schemes
Job Support Scheme (JSS)
Wage Credit Scheme (WCS) - Ensure compliance with MOM, CPF Board, and IRAS regulations.
- Keep abreast of manpower-related government policies and initiatives.
HR Operations & Workforce Management:
- Lead recruitment, onboarding, and employee engagement initiatives.
- Develop and implement HR policies and procedures.
- Oversee payroll, benefits administration, and statutory contributions.
- Manage employee relations, grievance handling, and disciplinary actions.
- Support performance management, training, and career development programs.
Requirements:
- Degree or Diploma in Human Resource Management, Business Administration, or related field.
- 5–8 years of HR experience.
- Strong knowledge of WICA, MOM regulations, and government grants.
- Hands-on experience with payroll, recruitment, and employee relations.
- Proficient in HRIS systems and Microsoft Office applications.
- Excellent communication, problem-solving, and stakeholder management skills.
- HR certifications (e.g., IHRP, SHRM, or equivalent).
- Prior experience in the construction or engineering industry is added advantages.
