
Resident Technical Officer
Job Title: Resident Technical Officer (RTO)
About the Role:
We are seeking a dedicated and experienced Resident Technical Officer (RTO) to join our site operations and engineering team for various LTA and HDB projects. You will act as the site representative of the Qualified Person (QP), technical/engineering support, and be responsible for ensuring that construction works are carried out in accordance with approved drawings, specifications, and local regulations.
Key Responsibilities:
- Supervise site works and ensure compliance with design specifications, drawings, and regulatory standards.
- Conduct routine inspections and monitor construction progress.
- Maintain detailed site records including site diaries, inspection reports, and defect logs.
- Identify and report site irregularities or unsafe practices to the QP and project team.
- Witness and verify testing of materials and installations where required.
- Liaise with contractors and consultants to resolve on-site issues.
- Ensure all work activities comply with Workplace Safety and Health (WSH) regulations.
- · Assist in reviewing drawings, shop drawings, and method statements.
- · Carry out inspections for structural, architectural, and civil works.
- · Assist QP in conducting inspections required for Temporary Occupation Permit (TOP) or Certificate of Statutory Completion (CSC).
- · Prepare technical reports and summaries for internal or client submission.
- · Support the QP or Project Engineer in resolving technical issues and tracking work progress.
- · Assist with measurements, quantities take-off, and preparation of progress claims.
- Liaise with suppliers and subcontractors for technical clarifications and document submissions.
- Attend site and coordination meetings as directed.
- Requirements:
- Diploma in Civil / Structural / Architectural / M&E Engineering from a recognized institution.
- Minimum 5 years of relevant experience in site supervision
- Must be registered as an RTO with BCA.
- Familiarity with local building codes, regulations, construction best practicesand safety standards.
- Strong attention to detail with good documentation and communication skills.
- Proficient in MS Office and able to interpret construction drawings.
Preferred Skills:
- Experience with public sector projects (e.g., LTA, PUB, HDB)
- Basic knowledge of BIM/CAD or digital inspection tools is an advantage
