To help officers manage their career development and transitions in their public service career, we are looking for a candidate passionate in these areas to join us. Reporting to the Assistant Director (Career Development and Transition), you will be part of the Workforce Development cluster in PSD. Sense and Policy Making • Stay updated on workforce development trends, policies and practices related to career development and lifelong learning • Conduct needs analysis for career development and transition landscape for public service officers with an evidence-based approach • Develop and implement innovative policies and initiatives that facilitate career development and transition for public service officers (including mature officers and transiting officers) and enhance their employability • Engage internal and external stakeholders, including public service agencies, unions and training providers for potential collaborations Programme Development and Administration • Develop and refine career development programmes and initiatives that meet the needs of target workforce segments • Support programme administration and operations • Engage training providers to design, contextualise and deliver learning programmes that meet the specific needs of the target workforce segment. • Monitor the effectiveness of programmes and initiatives and provide regular reports on the progress, challenges and outcomes • Perform analysis to evaluate programme effectiveness, identify gaps and develop strategies to enhance the employability of public service officers Career Development Advisory and Facilitation • Provide advisory and support to public agencies on end-to-end workforce transition matters from developing to executing the transition plans • Provide coaching and advisory to individuals on career development and transitionWhat we are looking for:We are looking for self-motivated individuals who value integrity, teamwork and take pride in going the extra mile to provide excellent service. • [Career Development]: The ability to develop and facilitate career development initiatives, frameworks and programmes for people to thrive in meaningful careers that support their individual aspirations. Equip public agencies with tools to support their employees' development and career. • [Career Transition]: The ability to design and develop initiatives to facilitate reskilling and to support a smooth career transition process for public officers. Identify and recommend appropriate career management resources available, which may include career coaching to identify needs and concerns, as well as knowledge of workforce development trends and the job market landscape. Strong in sourcing job pipelines, networking to build strategic partnerships for job placements. • [Working Effectively with Stakeholders]: The ability to reach out, influence and mobilise stakeholders towards a collective purpose, engaging them to deepen understanding of issues and co-creating solutions together. Excellent in presenting and translating information/insights succinctly and effective in stakeholder engagement to obtain buy-in amidst competing priorities. • [Serving with Heart, Commitment and Purpose]: The ability to display care and empathy in how we serve, translate ideas and executive policies, and to deliver decisively and persevere through challenging situations. Passionate about helping employees raise their employability. • Having work experience in related areas including policy, human resources, career development and partnership engagement will have an advantage.
