The Safety Manager (Systems and Risk Management) is responsible for managing critical elements of Jetstar Asia’s Safety Management System (SMS), with a primary focus on safety risk management, safety promotion, open reporting, and the safety data management system. The role ensures compliance with safety regulations, oversees safety reporting matters, and fosters a strong safety culture within Jetstar Asia. The Safety Manager will also conduct safety occurrence fact-finding and investigations as required, provide support for the Flight Data Analysis Program (FDAP), and lead initiatives in safety education and promotion, including developing and enhancing safety-related training programs.

Key Responsibilities

Safety Management System & Safety Reporting:

  • Oversee the Safety Management System (SMS) and all safety reporting matters, including regulatory reportable safety issues.
  • Manage and maintain the safety data management system to ensure data accuracy, updates, and compliance.
  • Review all occurrence and hazard reports, collaborating with relevant Business Units to ensure proper closure and resolution.
  • Maintain and ensure the accuracy and currency of safety databases, documentation, and manuals.
  • Lead and/or assist with investigations or fact-finding related to safety reports, as required.
  • Act as Secretariat for the Management Safety Security Committee (MSSC) and other safety-related meetings, including arranging meetings, preparing and presenting the materials, and documenting minutes.

Risk Management Program

  • Maintain and manage Jetstar Asia’s Risk Management Program, ensuring its effectiveness and alignment with industry best practices.
  • Facilitate risk assessments and enhance tools such as BowTie XP to improve risk management practices.
  • Conduct or arrange risk assessment training to ensure all personnel are qualified and competent.
  • Collaborate with Business Units to identify and evaluate potential risks and hazards.
  • Monitor the implementation of mitigation and corrective actions, ensuring timely closure and compliance.
  • Regularly review and update risk assessment procedures to align with industry best practices and regulatory requirements.
  • Oversee Business Unit Risk Registers (BURR) and ensure Business Units conduct regular reviews of identified risks.

Safety Promotion & Training

  • Design and develop engaging and informative online safety training programs.
  • Monitor and evaluate the effectiveness of training through the Learning Management System (LMS), making improvements as needed.
  • Update and enhance LMS training content for Jetstar Asia’s Safety Management System.

Flight Data Analysis Program (FDAP)

  • Support the Flight Safety Manager and pilots in managing flight data assessments and analysis.
  • Assist with follow-ups involving regulators, state authorities, airports, or ATC related to flight data triggers.
  • Provide updates and information to the Jetstar Group and regulators upon their request regarding flight data findings.

To be considered for this position, the ideal candidate should possess the following:

  • A bachelor’s degree in a safety or aviation-related field is preferred.
  • At least 7 years of experience in safety management.
  • Experience in Aviation Safety Management Systems and/or Quality Management Systems is preferred.
  • Proven experience in managing and facilitating risk assessments and conducting safety investigations.
  • Reasonable knowledge and competency in IT matters.
  • A good understanding of international and Singapore aviation safety regulations is preferred.
  • Exceptional writing, analytical, presentation, and problem-solving skills.
  • Effective communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams.
  • Proactive, detail-oriented, and committed to fostering a culture of safety within the organisation.
