Job Summary

The Centre Manager of the Renal Dialysis Centre is responsible for the overall leadership, operational management, and service excellence of the centre, ensuring high-quality, patient-centred care in a safe and efficient environment. This role oversees the departments of Admin & Operations, Billing & Claims, and Social Services & Programmes.

The Centre Manager works in close coordination with the Nurse Manager—who reports to the Head of Medical Services and oversees the clinical and dialysis operations in the treatment area—to ensure integrated and seamless care delivery. The Centre Manager also ensures regulatory compliance, drives operational excellence, fosters a collaborative work environment, and aligns centre operations with organisational goals and patient-centric values.

Key Responsibilities

1. Staff Leadership and Development

  • Supervise team leads and staff within the Admin & Operations, Billing & Claims, and Social Services & Programmes departments.
  • Conduct performance evaluations, facilitate training, and promote staff engagement and morale.
  • Foster a collaborative, patient-first culture and encourage interdepartmental teamwork.

2. Centre Operations and Administration

  • Lead the day-to-day operations of the centre, ensuring efficiency, safety, and compliance with healthcare and social service regulations.
  • Develop and implement operational workflows, SOPs, and centre-level guidelines in alignment with organisational policies.
  • Oversee facilities, equipment, and procurement to maintain a conducive and well-functioning care environment.

3. Billing, Claims, and Financial Oversight

  • Oversee accurate and timely billing and claims processing in accordance with healthcare financing frameworks (e.g. MediSave, MediShield Life, government subsidies).
  • Monitor budget utilisation and authorise procurement activities to ensure optimal resource management.
  • Collaborate with Finance and HQ teams on audits, reconciliations, and financial stewardship.

4. Programme and Social Services Management

  • Oversee psycho-social assessments, patient support programmes, and financial assistance schemes.
  • Coordinate with medical social workers and external partners to address the holistic needs of patients and caregivers.
  • Evaluate programme outcomes and patient feedback to drive continuous improvement.

5. Patient Recruitment and Intake Management

  • Lead initiatives to increase patient recruitment in collaboration with hospitals, clinics, and community partners.
  • Oversee and approve new patient intake, ensuring alignment with centre capacity, clinical suitability, and eligibility guidelines.
  • Evaluate and authorise financial assistance based on patients' needs, in collaboration with the Social Services & Programmes team.

6. Coordination with Nursing and Medical Services

  • Work closely with the Nursing Department (under the Medical Services Division) to align clinical workflows and care protocols.
  • Support integration between clinical and non-clinical services for a seamless patient experience.
  • Participate in case reviews, incident management, and continuous quality improvement efforts.

7. Compliance and Quality Assurance

  • Ensure full compliance with MOH licensing requirements, internal SOPs, and clinical governance standards.
  • Lead or support audits, risk assessments, and investigations of incidents.
  • Implement and monitor quality assurance and service improvement initiatives.

8. Stakeholder Engagement

  • Build strong relationships with patients, caregivers, staff, healthcare providers, vendors, and community stakeholders.
  • Represent the centre in meetings, collaborative projects, and engagement with relevant authorities.
  • Contribute to service planning, innovation, and reporting to stakeholders.

9. Volunteer Management and Engagement

  • Oversee the recruitment, training, and coordination of volunteers in support of patient care and centre programmes.
  • Foster a positive and inclusive volunteer culture aligned with the centre's mission and values.
  • Ensure meaningful volunteer involvement in areas such as patient befriending, transport assistance, and psychosocial activities.

Job Requirements

  • Strong leadership and organisational abilities, with experience in healthcare or social service environments.
  • Familiarity with Singapore's healthcare system, patient subsidy frameworks, and community support structures.
  • Excellent interpersonal, communication, and problem-solving skills.
  • Knowledge of regulatory compliance and risk management within healthcare settings.
  • A recognised degree in Healthcare Administration, Business, Social Work, Nursing, or a related field.
  • Minimum 5 years of managerial experience, preferably in a healthcare, dialysis, or community care setting.
  • Experience working in multidisciplinary teams, with demonstrated ability to collaborate across clinical and non-clinical functions.
