Job Title: QS / Contracts Manager – ICT Projects

Location: Singapore

Reports To: Project Director

Employment Type: Full-time

Key Responsibilities:

• Review and interpret customer and subcontractor contracts, ensuring full understanding of all obligations, scopes, and deliverables.

• Administer and manage change requests and variation orders (VOs), including evaluation, documentation, and submission to clients or subcontractors.

• Track and reconcile project costs against budgeted figures, and provide cost control and value engineering supportwhere needed.

• Prepare and maintain cash flow forecasts, assess project financial performance, and support monthly reporting to senior management.

• Liaise with internal teams (project management, procurement, engineering) to ensure financial and contractual alignment across all workstreams.

• Support resolution of commercial issues, claims, or disputes in a timely and professional manner.

• Manage final account closure including documentation, claims resolution, and cost reconciliation.

• Ensure that commercial processes are in compliance with internal governance, regulatory, and audit requirements.

Requirements:

• Degree or Diploma in Quantity Surveying, Contracts Management, Building, or a related field.

• Minimum 5 years of experience in a QS or Contracts role, with a strong track record in ICT, ELV, or M&E projects.

• Familiarity with variation management, cost planning, procurement, and subcontractor coordination.

• Strong commercial acumen and understanding of contractual terms and conditions.

• Proficient in Excel, cost tracking software, and document control systems.

• Excellent negotiation, communication, and stakeholder management skills.

Preferred Qualifications:

• Experience handling DSTA/MINDEF-related projects or portfolios is a strong bonus.

• Familiarity with SMM, PSSCOC, or FIDIC contract frameworks.

• Knowledge of defence sector procurement practices, security protocols, or similar government-related infrastructure projects.
