HR Manager
Position Overview
Tzu-Chi Foundation Singapore is seeking a dedicated and experienced Human Resources (HR) Manager to lead strategic and transformational initiatives that align HR policies and practices with the organization's mission and values. The HR Manager will play a pivotal role in driving organizational change, enhancing human capital, and fostering an inclusive and positive workplace culture. This position requires a strategic thinker with expertise in HR transformation, a passion for nonprofit work, and the ability to manage sensitive information with discretion.
Key Responsibilities
- Strategic HR Leadership & Transformation:

- Develop and implement HR strategies, policies, and frameworks that align with Tzu-Chi Foundation's mission and long-term goals.
- Lead transformational projects to modernize HR processes, systems, and policies to meet the evolving needs of the organization.
- Drive change management initiatives to support organizational growth and ensure alignment with the Foundation's values.
- Collaborate with senior management to identify opportunities for improvement in workforce planning, employee engagement, and organizational effectiveness.
- Talent Acquisition & Management:

- Oversee recruitment processes, including job postings, interviews, onboarding, and retention strategies.
- Develop innovative recruitment channels to attract staff committed to the Foundation's mission.
- Manage performance appraisals, feedback systems, and employee development plans.
- Organizational Culture & Employee Engagement:

- Foster a positive and inclusive workplace culture aligned with the Foundation's values of compassion and service.
- Lead initiatives to improve employee engagement, satisfaction, and well-being.
- Address employee grievances, resolve conflicts, and ensure fair implementation of workplace policies.
- Policy Development & Compliance:

- Design, review, and enforce HR policies related to employee conduct, health and safety, compensation, and benefits.
- Ensure compliance with Singapore labor laws and regulations while maintaining ethical standards.
- Training & Development:

- Identify skills gaps across teams and coordinate training programs to enhance staff capabilities.
- Support leadership development initiatives for managers and supervisors.
- Promote continuous learning opportunities for employees to adapt to organizational changes.
- HR Administration & Reporting:

- Maintain accurate employee records in compliance with data protection regulations.
- Monitor HR metrics (e.g., turnover rates) and provide regular reports to senior management.
- Manage the HR budget effectively, including compensation planning.
Qualifications
- Bachelor's degree in Human Resources Management, Business Administration, or a related field.
- Minimum of 5 years of experience in HR management; nonprofit sector experience is highly preferred.
- Proven track record of leading HR transformation or change management initiatives.
- Strong knowledge of Singapore labor laws and HR best practices.
- Demonstrated ability to develop and implement HR policies that align with organizational goals.
- Excellent communication, interpersonal, and conflict resolution skills.
- Proficiency in HR software systems and Microsoft Office Suite.
- Strong organizational skills with the ability to manage multiple priorities effectively.
