Job Description Summary

"1. To prepare cost estimate and finalized cost for DSTA/MINDEF projects assigned;
2. To liaise with appointed consultant to conduct feasibility study prior before the implementation of project works;
3. To carry out Project management Services according to SOW of Consultancy Services, Ensure all projects comply with all relevant legislation, code of practices, standards and statutory requirement;
4. To plan and coordinate project meeting with DSTA Project Manager / MINDEF Users, consultant, & prepare progress report on project status and update Client accordingly
5. To Prepare specifications and complete with estimate costing, Prepare to call quotations/ITQ tenders for services if Schedule of Rate is not applicable;
6. To Monitor and check contractors' performance to ensure project is on schedule, and quality of works is compliant to authority's requirements;
7. To endorse and certify billing request for progress paymet or claim from project contractors/consultants; 8. The candidates shall processed minimum 5 years related project management experience either in Civil/ Structural or Mechanical discipline in A/A works, Updrading works for M&E services, reinforcement of structural work and configuration of VRV system."

About the role:

  • Lead the site operation team of technical officers, helpdesk executives to deliver IFM service for camps/sites in charge.
  • Establish overall facilities operation model, instill daily operation tool box meeting, and implement O&M programs/procedures according to approved QCP.
  • Track and manage the KPI of the IFM team, and drive for improvement on overall KPI score.
  • Responsible on P&L of IFM operation in camps/sites in charge, track and manage the overall claim and cost, and drive down the cost which we have direct control.
  • Manage and keep up the moral and performance of the IFM team members, coach the TOs on both technical skill and soft skills.
  • Lead TOs on MWS planning to ensure subcontractors perform services with good quality and support emergency fault calls according to contract requirements.
  • Timely communication to the IFM team on direction and expectation from management and clients.
  • Lead the team to engage and build rapport with camp user and clients.

About you:

  • Degree/diploma in Engineering, FM, or related field preferred.
  • 3–5 years of relevant experience in facilities or project operations.
  • Experience leading IFM site operations (camps/sites).
  • Knowledge of O&M programs, QCP, and daily operation tools.
  • Strong communication with management, clients, and users.
  • Ability to build rapport with stakeholders and maintain team morale.
