The Children and Youth Group (CYG) in The Salvation Army Singapore serves over 500 vulnerable children and youth yearly. In line with our vision to provide a continuum of care for those in need, our services span from preventive services, foster care and residential services to reunification support services for vulnerable children returning to their natural families after being removed due to safety concerns. DESIGNATION : Human Resource & Administration Manager

RESPONSIBILITIES

The role involves partnering with the Management Team and Department/Line Managers to lead the HR team in providing comprehensive HR services, including recruitment, employee relations, performance management, training, manpower planning, and more, aligning with the broader TSA vision and policies. It also focuses on driving HR and administrative best practices within CYG, including employee communications, engagement, organizational development, data protection, and process improvements. The position emphasizes leveraging technology and digitization to enhance operational efficiency. Additionally, it involves providing administrative support for key management meetings and overseeing administration related to The Salvation Army's HR programs, policies, employee benefits, and labor agreements.

To assist in managing the following functional areas:

Team Management and General Administration

  • Lead HR and Admin teams to ensure efficient and effective operations that meet or exceed industry standards.

  • Regularly review and improve SOPs and admin processes for enhanced efficiency.

  • Ensure CYG and children's homes meet quality, health, safety, legal, and policy requirements in line with The Salvation Army's mission and government guidelines.

  • Assist in reviewing and updating policies to ensure best practices, compliance, and efficiency.

  • Support the integration of technology to improve admin and operational efficiency.

  • Liaise with internal departments to adopt recommendations and ensure SOP accessibility.

  • Prepare and submit monthly/quarterly RHQ reports.

  • Assist in vetting agenda/minutes and act as backup minute secretary when needed.

  • Represent in administrative and external meetings as required.

  • Monitor internal controls, fiscal activities, and coordination of data/IT matters.

  • Uphold data integrity, confidentiality, and privacy.

  • Supervise Administration staff directly.

HR Admin

  • Oversee employee life cycle from onboarding to offboarding, including confirmations and contract renewals.

  • Manage confidential records (personal data, job descriptions, training, appraisals, etc.) and ensure proper storage and system maintenance.

  • Organize induction training for new staff with relevant departments and leadership.

  • Compile statistics and reports for centre management/RHQ.

  • Ensure accurate HR data in payroll system.

Recruitment and Talent Management

  • Collaborate with line managers to assess critical hiring needs and future skill demands.

  • Update job requirements and descriptions for all positions.

  • Support recruitment through testing, interviewing, and advising on candidate selection; conduct exit interviews and suggest improvements.

  • Organize orientation and training programs for new employees.

  • Support employment policy development for manpower planning, hiring practices, succession planning, and selection tools.

  • Handle disciplinary cases with relevant heads and provide advisory support, in consultation with RHQ HR.

Compensation Management (Direct/Indirect)

  • Oversee HR admin tasks including compensation, benefits, work injury compensation, training, funding, and personnel file management.

  • Implement wage-related initiatives with consideration of internal and external equity.

  • Provide consultation on benefits, including leaves, medical, insurance, and work-related injury claims.

  • Collect and analyze compensation data to recommend improvements.

  • Co-support maintaining health and safety standards.

Staff Development

  • Lead development and execution of capability plans for different staff groups, including management and care workers.

  • Partner with departments to identify and manage high-potential talent, and implement succession and talent development plans.

  • Co-support staff development by collaborating with training partners to identify gaps and customize programs that meet evolving needs.

Performance Management

  • Ensure employee performance planning, monitoring, and appraisals by training managers to coach, discipline, and resolve grievances.

  • Assist in staff appraisals and developing job evaluations and growth plans.

  • Manage employee benefits programs by assessing needs, recommending programs, processing claims, and conducting educational sessions.

Employee Engagement and Organisational Development

  • Drive HR initiatives to improve employee engagement through communication, recognition, and welfare activities.

  • Develop plans to create a positive, child-centric, and outcome-driven work culture using corporate values, staff recognition, and engagement activities.

  • Support programs and events to raise public awareness of The Salvation Army's community work and fundraising efforts.




QUALIFICATIONS
  • Degree in Human Resources Managemant, Business Studies/ Administration/ Management or equivalent.
  • Candidate must possess at least 5 years of similar working experience in a mid to large-size organization with a fast-paced environment.
  • Strong leadership skills.
  • Track record in process improvements, employee engagement and/or organisational development preferred.
  • Good experience in HR management.
  • Good interpersonal, analytical, and problem-solving skills
  • Able to handle pressure and handle multiple tasks.
  • Strong communication and coordination skills.
  • Meticulous, resourceful, independent and able to work in a fast-paced environment.
  • IHRP Certification Preferred
