1) Purpose of the Role

The Senior Manager, Strategic Programme Management is responsible for leading and managing key strategic programmes and initiatives that address Tzu-Chi Foundation (Singapore)'s organisational developmental needs, ensuring alignment with the Foundation's mission and local charity objectives. 2) Key Responsibilities

Strategic Programme Development and Management:

  • Lead the development, planning, and execution of strategic programmes and initiatives that support Tzu-Chi Foundation (Singapore)'s organisational goals.
  • Define project scope, objectives, deliverables, timelines, and resource requirements, ensuring alignment with Tzu-Chi Foundation (Singapore)'s strategic priorities.
  • Manage project budgets, track expenses, and ensure cost-effectiveness.
  • Identify and mitigate project risks, and develop contingency plans to ensure successful project delivery.

Stakeholder Engagement and Collaboration:

  • Collaborate with various departments and stakeholders within Tzu-Chi Foundation (Singapore) (e.g., Charity, Medical, Education, Humanistic Culture) to ensure programme alignment and integration.
  • Build and maintain strong relationships with internal stakeholders, including department heads, volunteers, and staff.
  • Facilitate effective communication and collaboration among project teams and stakeholders.

Organisational Development and Improvement:

  • Identify opportunities for process improvement and organisational development within Tzu-Chi Foundation (Singapore).
  • Contribute to the development and implementation of organisational development initiatives, such as knowledge management systems, volunteer management frameworks, and technology adoption within Tzu-Chi Foundation (Singapore).
  • Ensure that programmes and initiatives are implemented in a manner that is consistent with Tzu-Chi Foundation (Singapore)'s values and principles.

Performance Monitoring and Reporting:

  • Establish key performance indicators (KPIs) to measure programme effectiveness and impact.
  • Monitor programme progress, track deliverables, and provide regular updates to the General Manager and other key stakeholders within Tzu-Chi Foundation (Singapore).
  • Prepare comprehensive reports on programme outcomes, highlighting achievements, challenges, and lessons learned.
  • Analyse data and provide recommendations for programme improvement and future planning.

3) Key Requirements

  • Minimum of a bachelor's degree. A master's degree is advantageous.
  • Relevant certification in project management is highly desirable.
  • Minimum 8 years of experience in project/programme management or other relevant fields, with a proven track record of successfully delivering complex projects.
  • Strong understanding of the Singaporean non-profit sector and the local charity landscape.
  • Excellent communication, interpersonal, and stakeholder management skills.
  • Strong analytical, problem-solving, and decision-making skills.
  • Proficiency in project management software and tools.
  • Demonstrated ability to work independently and as part of a team.
