Key Responsibilities:
- Prepare accurate cost estimates for road improvement works based on design drawings and specifications.
- Develop and manage project budgets, including tracking project expenditures and ensuring that costs are kept within allocated budgets.
- Analyze and monitor costs throughout the project lifecycle, providing regular reports on cost status.
- Assist in the preparation and management of tender documents and procurement processes for contractors, subcontractors, and suppliers.
- Review and evaluate contractor bids, ensuring they meet project specifications and budgetary constraints.
- Negotiate and manage contracts, ensuring compliance with agreed terms and conditions.
- Manage variations in contract scope, including pricing changes, delays, and disputes, and recommend appropriate solutions.
- Monitor project costs and identify any potential cost overruns or cost-saving opportunities.
- Prepare and submit regular cost reports and forecasts to the project manager, highlighting any discrepancies between the budget and actual costs.
- Assist in tracking and documenting the financial aspects of any project changes, including variations and claims.
- Conduct site visits to carry out measurements and valuations of work completed by contractors.
- Provide input into progress claims and valuations, ensuring that payments to contractors and subcontractors are justified and accurately processed.
- Maintain comprehensive and accurate records of contracts, variations, cost reports, and site measurements.
- Assist with any audits and compliance checks throughout the project's duration.
- Work closely with the project team, including engineers, project managers, and contractors, to ensure smooth coordination of activities and clear communication of financial issues.
- Liaise with external stakeholders such as suppliers and subcontractors, fostering good working relationships to ensure timely delivery of materials and services.
- Assist in preparing final accounts upon project completion, ensuring all costs are accounted for, and that the project is closed out financially.
- Review and negotiate final payments to contractors and subcontractors, resolving any discrepancies.
Skills and Qualifications:
- Bachelor's degree in Quantity Surveying, Civil Engineering or Construction Management with at least 5 years of relevant working experience.
- Strong knowledge of cost estimation, budgeting, and procurement practices.
- Proficiency in cost management software and MS Office excel.
- Strong analytical, numerical, and problem-solving skills.
- Ability to work under pressure and manage multiple tasks simultaneously.
- Familiarity with construction drawings and specifications.
- Knowledge of health and safety regulations and quality control processes.
