What the role is:Description of Division/Branch: The Organisational and Systems Development Division under the Social Support Group (SSP) oversees people and organisational development, corporate planning as well as ops tech and systems integration to better deliver value to clients, staff and stakeholders. Brief Description of Job Scope: You will be part of the team that oversees strategic manpower planning and organisational development strategies in SSP. The team is responsible for planning, management and deployment of manpower to ensure that SSP Divisions are adequately resourced. The team also drives the development of strong organisational culture, job satisfaction and staff well-being within SSP through the implementation of various organisational development and employee engagement strategies.What you will be working on:Responsibilities: You will lead and supervise a team of 4 - 5 officers in fulfilling the following responsibilities and functions: - Oversee strategic manpower planning in SSP and support SSP Divisions and teams with resourcing requests, manpower-related transformation efforts and org re-organisation. - Develop and implement organisational development (OD) strategies and engagement to facilitate organisational effectiveness, foster job satisfaction and nurture a sense of belonging to the organisation. - Drive career development efforts for SSP at Group level, including facilitating performance appraisals, maintaining leadership pipelines, planning and implementing internal structured posting exercises. - Lead change management efforts in SSP, including organising internal communications platforms, crafting communication messages and working with Divisions and management on the pacing of messages and announcements. - Analyse findings from MSF or WOG-wide employee engagement surveys for the Group, identify potential gaps and focus areas and come up with recommendations on follow-up actions or initiatives. - Drive transformation efforts in the team, including the adoption of various digital solutions aimed at improving productivity and effectiveness of internal manpower administrative processes.What we are looking for:Competencies Require - At least 3 years of supervisory experience as Assistant Director - Degree in any discipline - Strong analytical skills and creativity, including ability to identify gaps, propose relevant and creative solutions and implement them - Strong inter-personal and communication/engagement skills, including ability to engage different stakeholders to deepen understanding of issues and co-create solutions - Empathetic and people-oriented; displays genuine interest in the well-being of fellow colleagues - Team player who is motivated and resourceful - Demonstrates leadership and the ability to guide a team towards common goals - Relevant training in Organisational Development, Human Resource and/or experience with the social service sector will be advantageous Functional Competencies - Service Operations Planning and Management - Service Strategy and Policy PlanningAbout Ministry Of Social And Family Development:“We are Professionals with Passion for People” The Ministry of Social and Family Development (MSF) develops the “heartware” for Singapore through our policies, community infrastructure, programmes and services.
