We are looking for an experienced Marine HR Assistant Manager (Planning) for one of our global shipping clients. This role is responsible to assist the Marine HR Manager with daily operations, ensures efficient Manning Office operations, and supervises the Executive Marine HR team. The ideal candidate should have at least 5 years of Marine HR experience and knowledge of STCW, MLC 2006, crew management systems, and payroll processes.

RESPONSIBILITIES

· Review and forecast manpower requirements with Marine HR Manager and prepare gap analysis reports when required.

· Plan, source and coordinate recruitment of ship staff to meet crew manning requirements. Process recruitment applications when required for all ship staff positions including Senior Officers, Senior Engineers, Junior Officers, Junior Engineer, Electrical Engineer, Gas Engineers, Rating including Galley ship staff.

· Collaborate with designated manning offices globally to ensure their adherence to the following requirements:

­ -Company’s policies & procedures in Marine HR Department

­ -All officers & crew employed must be qualified, experienced and certified as per STCW 95 requirements. Additionally, appropriate in-house courses or external training will be arranged as needed.

· Manage crew-related policy matters including crew welfare program, coordination of crew evaluation, promotion, counseling, NTBR etc.

· Ensure Matrix compliance assignments are done for Tanker Fleet as stipulated in our QSM.

· Supervise the recruitment of Brazilian crew members and their deployment on Petrobras TC vessels to ensure compliance with RN06 regulations in Brazilian waters when necessary.

· Coordinate with Manning offices for new applicants. Upon receipt, discuss with the Fleet Manager regarding the interview process. After the interview is approved, coordinate with the Manning office for readiness, update the portfolio in Compas, and assign ship staff accordingly.

· Ensure that crew changes are conducted in an effective, timely, cost-efficient manner while respecting the needs of the ship's personnel.

· Coordinate with Fleet Ops teams and Marine HR Ops team to obtain necessary crew change approval from Charterers as required.

· Review crew evaluations from vessels and highlight any exceptions to the Marine HR Manager. Respond promptly to vessel queries related to rank managed, consulting with the Marine HR Manager as necessary.

· Coordinate readiness follow-ups with the manning offices and assign ship staff accordingly.

· Review unassigned ship staff for all fleets and ensure the appropriate assignments are planned for those ready to join in the timely manner and send the list every fortnight to discuss with the Marine HR Manager in case of any performance or medical issue.

· Follow up with advanced LLP requests for assigned ship staff while on leave. Obtain approval from the Marine Manager, follow up with Crew Accounts for remittance, and keep the Manning Office updated regarding the request approval and remittance details.

· Follow up on pension requests for assigned ranks and coordinate with the Manning office and crew accounts for approval and remittance. Keep the Manning office informed about the pension process and remittance details.

· Coordinate with Crew Accounts and Manning office to process sick leave for crew members who signed off for medical reasons. Submit total costs to Insurance department after collating costs from the vessel's PIC.

· Accountable for maintaining Compass, overseeing Flights, and planning for new build deliveries. Wage preparation for ship staff joining at the shipyard until vessel takeover.

· Provide the seniority information for the respective fleet.

· Prepare data for management review as needed.

· Enhance Compas by coordinating with the service provider, manning office, and Marine HR operations to address and resolve any issues in collaboration with the service provider.

· Coordination with the manning office and Marine HR Ops for briefing at the Singapore office for Master and Chief Engineer, and training at the Singapore office for Chief Officer and First Assistant Engineer.

· Monitor the completion status of Crew Queries for all fleet and ensure the queries are addressed in accordance with the Company’s QSM requirements.

· Monitor VMT E-Appraisal statuses for all fleet vessels and ensure the completion status is more than 95%.

· Manage the Long Service Award program for the Company’s fleets.

· Review and oversee daily issues submitted by the Marine HR Operations Department, providing solutions for matters related to Marine HR planning.

· Plan Sous Chef assignments and travel arrangements.

· Coordinate with Marine HR Ops, planning teams, and Insurance department to manage P&I Medical case closures for all fleets.

· Mentor and train team members as needed.

· Undertake any additional responsibilities as directed by the Management.

QUALIFICATIONS

• Bachelor's degree or Diploma in any discipline.

• Over 5 years of working experience in a Marine HR portfolio (preferred).

• Sailing experience (preferred).

• Strong knowledge of STCW, MLC 2006, and related marine regulations, crew management systems, and payroll processes.

• Good organizational and communication skills.

• Proficiency in end-user applications (MS Word, Excel, etc.).

• Strong leadership and team management capabilities.
