The Leadership Development Cluster Oversees The Leadership And Talent Development Policies And Approaches At The Public Service Level, To Achieve The Following Key Outcomes

[Specific Job Responsibilities]
You will be part of a dynamic team shaping LD strategies at the Public Service level. You will:
- Formulate and review policies and strategies across the Talent Management and Leadership Development value chain (identify, develop, engage) to ensure relevance to the changing public sector leadership context and emerging HR/LD trends.
- Develop competency-based and data-driven LD policies and approaches to ensure that the Public Service attracts, selects, develops and promotes leaders with the right values and capabilities.
- Address LD needs at the Public Service level and in partnership with Ministries and other stakeholders.
- Drive thought leadership in LD principles and practices within the Public Service, which includes promoting the exchange of best practices among public agencies.

In Addition, An Ideal Candidate Should Possess The Following
- [HR & Leadership Development Policies and Practices] Good public policy instincts and appreciation of the objectives and challenges of HR practices in the Public Service. Knowledge of the latest HR/LD trends and best practices, and how these can be applied in the context of the Public Service.
- [Analytics] Strong planning and analytical skills. In particular, being able to identify trends and leverage the use of data and research to formulate practicable strategies/solutions and measure their success.
- [Thinking Clearly and Making Sound Judgement] Ability to consider and integrate different perspectives and operate at different levels of analysis (e.g. service-wide, organisational-level, officer-level) to make sound and timely recommendations.
- [Working Effectively with Stakeholders] Ability to engage stakeholders effectively to understand their needs and concerns, as well as to involve them in the solutioning process and seek their buy-in to initiatives. You should possess strong communication (written and verbal) and presentation skills to engage internal and external stakeholders of different seniority.
- At least 2 years of working experience in policy-related work or in the field of HR, Talent Management or Leadership Development.
- Self-starter who is able to work independently and under pressure.
