The Opportunity

The successful candidate will join the Government Projects team at the Chandler Institute of Governance (CIG) and support our senior managers to deliver success on a range of projects around the world.

Our team brings government clients around the world together with our global network of governance practitioners, experts and former government leaders; people who can speak with authenticity and give practical advice based on experience and expertise.

Our projects design and implement solutions that strengthen nations by setting the foundations of good governance. We are continuously developing our offer through our projects, from improving Civil Service capability or institutional integrity, to realising ambitious visions for High Performance Governments and more.

Our approach is sustainable (we aim for long-term changes that can outlast our projects), practitioner-focused and uses a range of proprietary methodologies. The successful candidate will be expected to align with our values, understand our methods and help us learn, from project-to-project, through Rapid Incremental Improvement.

Responsibilities for this role

Our executive work is varied depending on project need, but the successful candidate can expect to be involved in a range of the following:

Environmental, institutional and process analysis

  • Conduct appropriate field research and analysis to understanding of the project environment, stakeholders, challenges and goals
  • Prepare succinct presentations and assessments on the above to CIG management, government partners and other stakeholders

Project scoping and planning

  • Support the identification of opportunities for collaboration between CIG and government partners, based on analysis and assessments of the context and challenges
  • Co-design the project scope, terms of reference, key stages, workflow and deliverables
  • Work with CIG Centres of Excellence, suitable experts and consultants, and CIG toolkits and frameworks, to design the project plan and key activities
  • Identify and resolve challenges and barriers to project scoping and planning

Project management and delivery

  • Lead and/or engage in project activities, e.g. workshops, facilitated discussions, design sprints, fact-finding investigations, interviews, to achieve project milestones and deliverables
  • Manage project resources in a prudent and effective manner to support project delivery
  • Manage project experts, contractors and vendors to ensure timely and high quality of contracted project deliverables
  • Prepare appropriate project presentations, status updates and progress reports to key stakeholders such as government partners, funders, and the CIG Board of Directors and leadership

Stakeholder engagement, communication and partnership

  • Develop effective professional relationships with key government partners and stakeholders in Singapore and overseas
  • Engage in necessary work-related travel and/or overseas-based work in the support of project scoping, planning and activities
  • Develop partnerships and networks with experts, contractors and service providers to facilitate project work
  • Effectively communicate CIG’s mission, story, brand and work when speaking or making presentations to partners and stakeholders

Experience & Skillsets

  • The ideal candidate for an Executive role would have at 3-5 years of work experience in practical, public-sector related work
  • Understanding impact, good organisational skills and attention to detail are important
  • Our Executives are client-facing, so will need to be able to work with people from a range of backgrounds, cultures and levels of seniority
  • The role requires a fair bit of travel so the ideal candidate must be able and willing to do this.
  • Motivated to achieve excellence. It also means being willing and able to learn by doing, and to take on board feedback appropriately. You will also need to be proactive about ensuring that work gets completed to a high standard and on time.
  • You must believe in our mission and our goals. Knowledge and skills can be learnt over time and the organisation can commit to supporting you in that regard. However, you must be motivated by our mission and goals to want to do so.
  • Adaptable and resourceful. You may be asked to go beyond your specific job scope and to find innovative solutions in response to new challenges and opportunities.
  • Able to effectively multi-task. You will be managing several concurrent projects with different partners and timelines, whilst still paying close attention to the details.

About the Chandler Institute of Governance (CIG)

The Chandler Institute of Governance (CIG) is a non-profit organisation, headquartered in Singapore. Founded in 2019, we are an energetic and mission-driven organisation. We are a small organisation, and we work collectively and collaboratively and without the toxicity of office politics. We are an entrepreneurial organisation – we do our best to get things right the first time, but we quickly pivot if we find something does not work.

Our mission is to improve public sector governance and build strong nations around the world. We believe that when governments are effective and responsive, they will earn the trust of citizens and businesses, which in turn encourages investment and work, and supports national development and prosperity.

CIG works with governments in Africa, Asia, Latin America and the Middle East to build public sector capability and leadership through training programmes, technical projects, and practical knowledge creation and sharing. Examples of these technical projects include the design, enhancement and implementation of key public sector structures, capabilities, systems and processes, to enable better foresight and planning, performance appraisal, remuneration, policymaking, and delivery of public services.

CIG adopts a hybrid working arrangement which allows for a mix of in-office work and telecommuting, either from Singapore or other countries.
