What You Will Be Working On
Role
Plan and manage financial resources, including ensuring its proper and effective use, across all the divisions to achieve CSA’s mission with strong and robust governance in place.
Responsibilities
- Develop short- and medium-term budget plans to ensure that sufficient financial resources are available to fund the agency’s projects and programmes
- Oversee and manage the annual budget exercise, encompassing end-to-end process such as launching the call for divisions’ returns, reviewing of divisions’ budget requests and seeking clarifications, rolling up the divisional budgets to agency level for approval by senior leadership team and submission to MDDI-Finance
- Review and assess the overall budget plan for reasonableness
- Analyse year-on-year budget variances and explain the drivers causing the variances
- Facilitate discussion with senior leadership team on the need for trade-offs/reprioritization of projects to achieve budget sustainability
- Monitor expenditure and budget utilisation to ensure that financial resources are optimally utilised
- Lead and guide the Finance team in reviewing Approval of Requirement (AOR) submissions put up by divisions to ensure budgets requested for programmes/projects are reasonable and that applicable policies are complied with
- Review quarterly divisional budget utilization report to drive discussions with Division Directors on budget accountability
- Review and approve journal adjustments to correct expenditures charged to wrong account codes to facilitate meaningful expenditure trend analyses
- Review bi-annual reports to track budget utilization and achievement of KPIs of approved projects
- Flag out projects that fall behind budget utilization and KPI targets for discussion on the next steps/follow up actions
- Implement effective internal controls and processes to ensure that financial operations are carried out smoothly
- Supervise the processing of invoice payments to vendors, reimbursement of staff claims and raising of e-invoices to vendors
- Oversee the periodic review of fees and charges for services provided by CSA (e.g., consultancy services, certification under Cybersecurity Labelling Scheme) through working with various stakeholders including HR and the respective service-providing divisions
- Review recommended changes to the Delegation of Authority (DOA) to respond to organizational changes
- Oversee the liaison between MDDI HQ and CSA divisions, and with other agencies such as IRAS, VITAL, MOF, etc.
- Oversee and manage the activities leading to the financial year closing
- Review responses to the AGO’s queries on their audit of CSA’s financial accounts
- Establish and implement grants governance framework to ensure that robust controls are in place to manage grant monies
- Drive and supervise periodic reviews of the grant governance framework to ensure relevance, robustness and effectiveness amidst evolving business requirements, incorporating new/revised guidelines from the Government Instruction Manual (IM)/ Finance Minutes and best practices
- Oversee the grants administration process to ensure compliance with the grant governance framework
- Review and approve grant claims
- Lead people and resource management for the team to engage and motivate staff, drive high performance and talent development
- Plan and allocate resources and work assignments for the team to ensure balanced workloads, developmental opportunities and adequate redundancies in each competency area
- Motivate staff to ensure high levels of engagement within the team
- Drive a high-performance culture within the team.
- Guide staff in identifying and addressing developmental areas through trainings and work assignment
- Support identification of high potential talent within the team
What we are looking for
- Preferably with a Bachelor Degree in Accountancy/Finance
- At least 10 years of relevant experience. Working experience in Finance and grant management in the public sector will be an advantage.
- At least 5 years of experience in supervisory role to lead a team of finance professionals and executives.
- Articulate and possess strong conceptual abilities
- Self-driven with good interpersonal skills
- Ability to lead and supervise a team
- Good verbal and written communication and stakeholder management skills.
- Inquisitive with keen eye for details and has strong analytical skills.
