Our shared mission is to amplify, augment and accelerate the Home Team's advantage and secure Singapore as the safest place on planet earth.What you will be working on:The jobholder assists the Programme Manager in managing the project development, systems reliability, availability & maintainability (RAM) study, project life cycle and proper administration and control of Singapore Police Force's (SPF) system and capability developments to ensure SPF's operation readiness at its optimum. • Possess sound knowledge of project management concepts, methodologies, techniques and best practices and able to put project management theories into practice. • Work closely with other technical officers in working out detailed technological solutions to meet the requirements of the users, taking into account the security and integration features of the proposed ICT project • Source for appropriate technical solutions from vendors to address the functional requirements/technical operational requirements. • Monitor the progress of his/her assigned projects. • Understand, analyse and solve problems effectively. Make sound decisions that are in line with the Mission, Vision and Values of the SPF and PPMC. • Plan, manage and monitor utilisation of budget (mainly capital) allocated to his projects. • Exhibit deep understanding of technologies required for the projects and shares such knowledge within the organisation. • Solve cross system functionality and compatibility problems when the project needs to integrate with other info-communications systems that may be on-going or commissioned. • Ensure all project fixed assets are properly procured, maintained and disposed. • Provide regularly report to PPMC Management and Programme Manager on progress of all assigned projects. • Responsible for the overall management of the Projects Management during the absence of the Programme Manager. • Ensure that projects are implemented according to the approved budget, schedule and scope. • Ensure that all project deliverables meet the required quality standards, including but not limited to ISO9000, SQA and Review Processes. • Ensure smooth handing and taking over of knowledge during project handover. • To arbitrate and balance security and technical compliance with functionality which may have conflicting objectives. • To develop sufficient technical competencies so as to be able to understand the solution and thus able to manage vendors (in terms of costing and timeline) where requirements/changes are concerned. • To gain respect from the users such that they would listen to the explanation of genuine technical limitations and accept some compromised solutions.What we are looking for:
  • A Basic Degree in Computer Studies, IT, Electronics, Communications Engineering or other equivalent degree; • Good understanding of day-to-day police operations would be an advantage; • Good interpersonal skill as the jobholder is required to communicate frequently with many personnel within the organisation and also external parties such as vendors and other agencies representatives; • Able to cope with a reasonably high level of stress. Demonstrate resiliency, drive and level headedness; • Possess good verbal and written communication skills. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
