What the role is:The Senior Manager role supports the Assistant Director in driving PAssion Wave's mission of community engagement through waterfront and water activities. This position is responsible for implementing strategic initiatives and managing daily operations across PAssion Wave outlets.Working closely with the Assistant Director, the Senior Manager ensures effective execution of programmes, maintains operational excellence, and strengthens community partnerships. The role focuses on delivering quality water sports programmes that are accessible to all skill levels while upholding safety standards and operational efficiency. This will include the important result areas (what) along with the rationale (why).General Management Roles·Implementation of strategic work plans for PAssion Wave outlet team.·Lead and drive programmes and activities of PAssion Wave outlet to ensure relevance, impact and effectiveness to meet the needs of participants specifically, PMEs, young families and youths.·Coordination and management of partnerships with Non-Government Organisations (NGOs), Volunteer Welfare Organisations (VWOs), National Sports Associations, societies and other sports and fitness, adventure programmes service providers to design and produce content and programmes to reach out to the community, especially the PMEs, young families and youths.·Promote volunteerism and connection amongst participants in the outlets through the programmes, courses and activities.·Supervise and guide staff in their work, adding value to their work, to foster a positive culture of team spirit and innovation.Club Operations Management·Oversee the day-to-day management and development of the PAssion Wave outlet including safety, equipment, facilities and tenancy management to ensure operational effectiveness and efficiency.·Develop and implement outlet-specific programmes and initiatives that effectively engage local community members in water sports and waterfront activities.·Supervise the management and coordination with relevant stakeholders in the event of any training related and non-training related incidents and accidents at the PAssion Wave outlet and to report updates to the Assistant Director (PAssion Wave).·Oversee outlet-based community outreach efforts and work closely with Constituency Offices (COs) to strengthen neighbourhood participation in PAssion Wave activities.·Provide daily on-call availability to deal with any crisis and emergency situations.Financial Management·Manage outlet's financial resources effectively through proper budgeting, monitoring and control of revenue and expenditure.·
Ensure compliance with PA's financial procedures and regulations in all procurement and payment processes.·
Monitor and review financial performance of programmes and operations to optimise cost-effectiveness.·Maintain proper documentation and records for financial transactions and audit purposes.·Administer controls of PAssion Wave's financial provisions and expenditure to ensure financial prudence, cost effectiveness and productivity.Safety and Training Management·Maintain comprehensive safety management systems and training frameworks for all water sports programmes and operations.·Implement structured training programmes for staff and volunteers to ensure standards of water safety and programme delivery competencies.·Lead the team in conducting regular safety drills, refresher courses, and certification programmes to maintain operational readiness and safety compliance.About People's Association:The People's Association was set up in 1960, in a time of racial and communal strife, to foster racial harmony and social cohesion.
