What the role is:As Senior Manager/Manager in the Policy & Plans Division, Crisis Strategy and Operations Group (CSOG), you will be responsible to plan and implement the capability development and governance initiatives to strengthen and support MOH's resiliency across healthcare crises and emergency scenarios. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.What you will be working on:(1) Capability Development and Governance • Work with stakeholders to develop governance frameworks (including legislation) to ensure the delivery of the health sector's essential services in crises, in alignment with Whole-of-Government objectives. • Identify capability gaps and novel capabilities related to enhancing MOH's resiliency and response to healthcare crises and emergency scenarios. • Implement capability development initiatives that strengthen the health sector's resiliency across healthcare crises and emergency scenarios. • Monitor the effectiveness of capability development initiatives. (2) Strategic Engagement • Develop and implement engagement and partnership strategies with CSOG's key stakeholders and partners in the public, private and people sectors, including ancillary healthcare vendors which can be activated in times of healthcare crisis. • Work with CSOG divisions to shape engagement and partnership plans, including identifying opportunities for collaboration and designing novel engagement approaches for different stakeholder groups to increase reach and effectiveness. • Plan and organise stakeholder engagement platforms such as appreciation sessions and networking opportunities. (3) Crisis Operations Planning and Implementation • During disease outbreaks such as COVID-19, support operations control and coordination for mass vaccination operations, in accordance with MOH vaccination policy. (4) Staffing and Administration • Facilitate as a CSOG secretariat to staff key forums at the Ministry and Inter-Ministry level for CSOG-wide capability development and governance matters.What we are looking for:Requirements: • Minimum 2 years working experience in the public sector, or relevant private sector related to healthcare • Experience in capability development, strategic planning and/or operation implementation in healthcare sector will be advantageous • Possess strong analytical, verbal and written communication skills. • Able to build relationships and communicates effectively and persuasively with others, valuing their views and resolving differences amicably to achieve win-win outcomes. • Demonstrate organisational skills, meticulous attention to detail, ability to multi-task and adapt to fast-changing environments. • Display strong initiative, resourcefulness with minimal supervision.
