
Procurement Manager
Location: Singapore / Punggol Barat ( onsite )

We are looking for a Procurement Manager who can lead strategic sourcing efforts while supporting contract-related processes.
About the Role
Reporting to the Chief Operating Officer, you will be responsible for managing procurement activities across the Building Materials Group ( BMG ), ensuring timely sourcing of materials and services at optimal costs. You will also support project teams by coordinating vendor agreements, interpreting contract terms, and ensuring procurement aligns with project timelines and deliverables.
Key Responsibilities
- Develop, implement, and oversee the procurement strategy to align with company objectives.
- Plan, organize, and control the purchasing activities for the group.
- Establish and maintain an efficient and reliable purchasing system.
- Conduct regular reviews of procurement needs and ensure timely fulfilment of requirements.
- Analyse market trends, supplier offerings, and industry developments to optimize sourcing decisions.
- Prepare and evaluate tender documents, analyse bids, and negotiate contracts.
- Recommend and approve supplier contracts, ensuring cost-effectiveness and quality standards.
- Authorize purchase orders and approve payments in compliance with financial controls.
- Manage the disposal of assets in accordance with company policies and regulations.
- Ensure procurement processes adhere to company policies and regulatory requirements.
- Lead and supervise the procurement team to drive efficiency and operational excellence.
- Optimize cost-saving initiatives while ensuring high-quality purchases.
- Provide recommendations on contract awards and establish favourable contract terms.
- Oversee tender evaluations and procurement analysis to support strategic decision-making.
What You’ll Need
- Bachelor’s degree in Supply Chain, Business, or related field
- Minimum 5 years of procurement experience with proven track-records, ideally in a project or industrial setting
- Familiarity with tender processes and basic contract review
- Good communication and vendor management skills
- Attention to detail with the ability to support project documentation and timelines
- A proactive, collaborative mindset with strong problem-solving skills
Nice to Have:
- Exposure to contract variations, claims, or project cost tracking
- Experience supporting procurement for construction, infrastructure, or manufacturing projects
