Job Responsibilities
  • Support IT Project Managers to perform due diligence on third-party service engagement following prevailing Third-Party Risk Management framework for new and existing service engagements.
  • Support vendor onboarding and contract engagement processes including to perform service classification, risk assessment and materiality check etc.
  • Maintain central contract register and contract repository for the entire IT organization.
  • Understand the company's local and Head Office rules, and local regulatory requirements (e.g. PDPA, MAS Outsourcing Guidelines etc) on vendor engagement and service outsourcing to ensure all due diligent checks are performed.
  • Liaise with stakeholders, including vendors, IT Project Managers and Legal & Compliance Department, to review the clauses in new contracts to ensure all the clauses, including both legal and commercial terms, are acceptable.
  • Play the role of contract owner to onboard and manage the contracts of onshore and offshore vendors with multiple sub-contracts.
  • Establish procurement process and guidelines for IT Department, including RFP and tendering process.
  • Establish rate card for standard goods and services as a benchmark for IT organization.
  • Perform analysis on procurement pattern base on procurement history and contract register to seek benefit from vendor consolidation.
  • Understand vision and strategies of IT Management to plan and implement initiatives accordingly.
  • Propose and develop processes for new initiatives and operationalize them.
  • Promote centralization initiatives across different teams within the Asia Pacific region to optimize resource utilization and improve process efficiency.
Job Requirements
  • Bachelor's degree in a relevant field such as Information Technology, Business Administration, Law, Finance, or Procurement Management with minimally 7-10 years of working experience. Diploma with strong working relevant experience would be considered.
  • Experience in working as centralized contract and outsourcing risk management function for mid-large-scale institution is essential. Financial Institution will be an added advantage.
  • Understanding of contract management processes and generic contract terms and interpretations. Professional certification in fields of Contract Management, Procurement, and/or Vendor Management will be an advantage.
  • Working experience in handling contract and outsourcing risk management in Financial Institution is not mandatory but will be advantageous.
  • Experience in handling contracts for overseas branches is good to have.
  • Understanding of Asia Pacific countries' PDPA requirements and MAS's guideline pertaining to Outsourcing, Technology Risk Management, Third Party Risk etc will have added advantage.
  • Good communication and stakeholder management skills.
  • Able to provide guidance and mentor junior staff.
  • Independent self-starter as well as a great team player.
