The primary responsibility of this role is to supervise the administrative, implementation and review of operations and safety, strategic planning strategies for the development of projects and programmes at PAssion Wave outlets.

As the Assistant Director, you will be tasked with overseeing PAssion Wave outlets' administrative and operational processes to advance and promote community engagement through waterfront and water activities. Our community-first approach emphasises accessibility and enjoyment for all, regardless of skill level, while supporting community causes to do good. The role is central to establishing PAssion Wave as a community hub where participants can engage in volunteer opportunities and programmes centered around community initiatives.

Strategic Planning and Programme Development

  • Formulate and review strategic plans to position PAssion Wave outlets' evolvement in addressing the aspirations and interests of the community in water activities, ensuring alignment with organisational objectives.
  • Develop comprehensive programme frameworks that balance recreational activities with community engagement opportunities.
  • Analyse participation trends, gather community feedback, and conduct research to guide programming decisions and strategic direction.
    • Conceptualise and implement overarching outreach strategies to engage participants in water activities and volunteering opportunities. Connect with community and corporate partners to expand networks for water sports participation and community engagement.


Operations and Safety Management

  • Spearhead the strategic development and implementation of comprehensive safety frameworks and technical standards across PAssion Wave's network of outlets.
  • Drive safety and quality compliance with water sports regulations through technical governance and systematic risk management approaches.
  • Oversee quality assurances systems for programme delivery and facility operations.
  • Direct operational performance and streamline administrative frameworks across PAssion Wave outlets to optimise service delivery and resource utilisation.
Lead in financial planning and resources optimisation effectively, including budget planning, cost optimisation, procurement requirements. Ensuring financial and procurement compliance across all outlets.

Community and Network-Centric Engagement

  • Oversee partnership and network strategy to build a broader base of community participation and involvement in water sports and waterfront activities.
  • Establish mutually beneficial collaborations with water sports associations, community partners, educational institutions, and interest groups to enhance programme offerings and create inclusive participation opportunities.
  • Strengthen the volunteer management framework to recruit and engage
    community volunteers in water sports programmes and initiatives.
  • Collaborate with PA divisions and grassroots organisations to develop local community water sports programmes and integrate waterfront activities into community events.

Staff Training and Development

  • Supervise and motivate staff at PAssion Wave outlets to ensure optimum utilisation of human resources and delivery of quality water sports programmes and initiatives.
  • Develop and implement training frameworks to ensure staff competencies in water sports operations, safety procedures, and community engagement.
  • Asess performance and develop staff capabilities in water sports instruction, safety management, and community engagement to enhance service delivery and professional growth.
  • Guide outlet teams (Senior Managers, Managers and Executives) in programme implementation, safety protocols, and community engagement strategies to maintain high operational standards.

Others

  • Supervises and guides PAssion Wave Senior Managers, Managers and Executive.
  • Represents PAssion Wave in internal and external projects and committees
  • Performs other duties assigned by Deputy Director (SSC), Director (2LD) and PA Senior Officers
